About this opportunity
The U.S. Fish and Wildlife Service is soliciting contractors to provide and deliver roadway surface materials for road rehabilitation at Vieques National Wildlife Refuge in Puerto Rico. The procurement includes 7,045 tons of A-2-4 Selective Fill material, 45 tons of Cold Asphalt, and 14,065 tons of Mongolla (a mix of 60% A-2-4 and 40% 3" to 6" stone) according to AASHTO Soil Classification System standards. Contractors must demonstrate comprehensive logistics capabilities including transportation to barge locations, barging to Vieques Island, and hauling materials by dump truck to designated stockpile locations, while also ensuring compliance with the Jones Act and obtaining necessary municipal permits. The evaluation process will use a best-value trade-off methodology with three factors: Technical Capability (most important), Past Performance, and Price. Responses were originally due September 19, 2025, with vendors required to provide CAGE codes, Unique Entity IDs, detailed logistics plans, and pricing for fully delivered products.
This opportunity is designated as a Total Small Business set-aside under NAICS code 212319 (Other Crushed and Broken Stone Mining and Quarrying) with a size standard of 550 employees. The contract period extends from September 29, 2025, to May 30, 2026, providing vendors approximately eight months to complete material delivery. The total material requirement encompasses over 21,000 tons of various construction materials that must be delivered to specific coordinates (18.11585, -65.41898) at the Vieques National Wildlife Refuge. Performance will occur at the remote island location of Vieques, Puerto Rico, requiring complex multi-modal transportation logistics including mainland trucking, barge transport across water, and final delivery to the refuge stockpile site. Contractors must also provide ASTM C136 sieve analysis documentation and maintain detailed delivery records throughout the contract performance period.
