About this file

This Statement of Work details the purchase and delivery of roadway surface materials for road rehabilitation at Vieques National Wildlife Refuge (NWR) in Puerto Rico. The project requires a contractor to deliver 7,045 tons of A-2-4 Selective Fill, 45 tons of Cold Asphalt, and 14,065 tons of Mongolla (60% A-2-4 and 40% 3" to 6" stone) to a specific stockpile location with coordinates 18.11585, -65.41898. The delivery process involves complex logistics, including transportation to a barge location, barging to Vieques Island, and then hauling by dump truck to the designated stockpile site. Contractors must provide a detailed delivery plan, expected number of delivery trucks per day, and comply with specific requirements such as Jones Act compliance, obtaining necessary municipal permits, providing an ASTM C136 sieve analysis, and submitting all delivery tickets and invoices to the Contracting Officer.

Statement of Work/Period of Performance

This statement of work is for the purchase and delivery of roadway surface materials for the rehabilitation of road assets at Vieques National Wildlife Refuge (NWR):

For this project, a quote must include:

• The number of expected delivery trucks per/day

• A delivery plan and schedule to ensure total delivery of materials is complete by the end of the specified period or performance

• Contractor quote must be fully inclusive and without assistance from the FWS.

This will include transit to barge location, barging to the island of Vieques, and then hauling by means of dump truck from the port to the outlined stockpile location (18.11585, -65.41898) at Vieques National Wildlife Refuge.

Based on the logistical challenges inherently present with the transportation of goods to the island of Vieques and Vieques National Wildlife Refuge, a few factors must be considered by the contractor:

• If delivery delays occur due to weather related incidents or other extenuating circumstances, contractor must provide written notification to the Contracting Officer and the listed Points of Contact, by the end of the working day.

• Contractor quote must be inclusive and consider transport to barge and then from the barge to the established stockpile location.

• All tickets and invoices for delivery must be submitted to the Contracting Officer and Points of Contact for tracking purposes.

• Vendor must must be compliant with the Jones Act. (46 USC 50101 et seq)

• To receive approval from the FWS to begin delivery/shipment, vendor must provide an ASTM

C136 sieve analysis for the materials.

• Contractor must contact Vieques municipality for ALL arrangements, required permits, and for municipality fees. The contractor is responsible for acquiring all permits/licenses without assistance from the FWS.
