About this opportunity
The Department of the Air Force Air Education and Training Command seeks five comprehensive general mechanics hand tool kits equivalent to or exceeding the Snap-On KTL1022APBO specification, with proposals due August 18, 2026 and questions due August 10, 2026. The procurement is a total small business set-aside, with a small business size standard of 750 employees under NAICS 332510.
Place of performance is Altus Air Force Base, Altus, Oklahoma. The tool kits must support maintenance of the base's 372 vehicles and associated equipment. Attachment 1 specifies a 589-item parts list with detailed tool specifications and required foam layout configuration matching a prior project (FM1040845-48216-Altus AFB-Altus Optional-7Y2661825-V3); layout approval is required prior to contract fulfillment. The majority of tools must be USA-manufactured, with select items sourced from China, Taiwan, Korea, Spain, Portugal, and Sweden as specified.
All prospective contractors must register in the System for Award Management (SAM) with a Unique Entity ID prior to proposal submission; failure to register renders the firm ineligible for award. Quotations must remain valid for 90 days and be submitted via email to Jarrod Ford (jarrod.ford@us.af.mil) or Scott Swain (scott.swain.2@us.af.mil) using the provided pricing table, with technical submissions on separate documents.
Evaluation applies a two-factor approach under FAR 52.212-2: the government will evaluate only the three lowest-priced quotes deemed technically acceptable and award to the responsible offeror with the lowest evaluated price. Technical acceptability is binary—acceptable or unacceptable—based on clear demonstration that the quoted item meets all Attachment 1 requirements. By submission, offerors accept all solicitation requirements; non-conformance may result in non-awardability without further evaluation. Funds are not presently available; no award will be made until funding is secured, and the government may cancel the solicitation at any time with no obligation to reimburse offeror costs.
