About this opportunity

The U.S. Army Corps of Engineers Fort Worth District is soliciting Design-Build Teams on behalf of the Department of the Air Force for the 91st Cyber Operations Center through a Progressive Design-Build Other Transaction Agreement, with questions due November 11, 2026 and white papers due November 17, 2026 at 1400 Central Time. The notice uses no set-aside. Attachment 1 and Attachment 3 summaries cite November 18 for white papers, but the notice due date field and Attachment 2 state November 17.

Place of performance is Joint Base San Antonio-Lackland, Texas. The Design-Builder will design and construct an approximately 42,000-square-foot, multi-story facility supporting the Air Combat Command 91st Cyber Operations Squadron. The facility must meet Risk Category IV loading criteria, include secure spaces compliant with Intelligence Community Directive 705, and operate on 24-hour continuous systems. Per the draft Division 01 specifications, finish work in secure areas requires SECRET or TOP SECRET clearance depending on area classification. Offerors must register in SAM with a UEI, enter a CMMC Level 1 self-assessment with an SPRS score under NIST SP 800-171 Rev 2, and provide a signed executive attestation.

The selection is two-step and qualifications-based. White papers are capped at 23 pages: a 12-page white paper, one cover letter, and 10 pages of backup. The Government will invite up to three firms to pitch meetings January 11–13, 2027, with selection by January 25, 2027 and a tentative Phase 1 award on April 19, 2027. Phase 1 covers design and preconstruction. Phase 2 construction packages, including Phase 2A site/civil work and Phase 2B building construction, depend on successful Phase 1 performance, negotiation, approvals, and funding, and the Government is under no obligation to proceed.

The programmed amount is $96 million, including an $82.56 million construction cost limit. Factor 4, bonding capacity, is a strict Go/No-Go: the Design-Builder must demonstrate single-project bonding capacity of at least $96 million and provide performance and payment bonds equal to 100 percent of the negotiated construction price. Factors 1 through 3 are Team and Relevant Experience (up to five project examples), PDB with OTA Execution Approach for Phase 1, and Project Insight, Risk, and Innovation. These factors are evaluated on qualifications without price consideration.
