About this opportunity
The 9th Contracting Squadron (9 CONS) at Beale Air Force Base, California, is procuring three portable explosive detection device (PEDD) kits to enhance explosive screening capabilities and force protection at the installation. The Department of the Air Force Air Combat Command seeks DetectaChem SEEKER Pro-Explosives handheld trace detector units capable of identifying a broad range of explosive materials in under 30 seconds. The primary objective is to replace non-operational legacy equipment and augment Military Working Dog detection capabilities at critical entry points including the Commercial Vehicle Inspection Area, Schneider Gate, and the Upgraded-Early Warning Radar facility. The acquisition will utilize commercial product procedures under FAR Part 12, and the contractor must provide all necessary commercial products along with warranty support and mission-ready equipment. The pre-solicitation notice was posted on April 28, 2026, with a due date of May 14, 2026, providing interested parties with 16 days to submit inquiries or expressions of interest.
This procurement is designated as a Woman-Owned Small Business (WOSB) sole-source contract to Laurus Systems, Inc., under the authority of FAR 19.1506 and 15 U.S.C. 637(m). Laurus Systems, Inc. is identified as the sole-source awardee for this requirement. The contract specifies delivery of three complete SEEKER Pro-Explosives units with an expected delivery timeline of 30 days after receipt of order. While no specific award value is disclosed in the pre-solicitation notice, the procurement involves three units of commercial hazard-detecting instruments classified under NAICS 334519 (Other Measuring and Controlling Device Manufacturing) and PSC 6665 (Hazard-Detecting Instruments and Apparatus). The acquisition is justified by the immediate operational need to replace degraded equipment and ensure compliance with the Air Force Security Forces Center Mandatory Use Policy.

The acquisition will utilize commercial product procedures under FAR Part 12.
This acquisition is being conducted under the authority of the Women-Owned Small Business (WOSB) Program (FAR 19.1506 / Local Supplement FAR 19.107-3(b)), which permits sole-source awards to WOSBs for eligible NAICS codes. Background: The 9th Security Forces Squadron (9 SFS) relies on portable explosive detection equipment for daily security operations at critical installation entry points, including the Commercial Vehicle Inspection Area (CVIA), Schneider Gate, and the Upgraded-Early Warning Radar (UEWR).
