About this opportunity

Air Combat Command seeks procurement, delivery, and installation of twenty-four custom-fit transparent plastic window shades for the Air Traffic Control Tower cab at Beale Air Force Base, California, with proposals due September 21, 2026 at 10:00 AM PST and installation to be completed by January 31, 2027. This is a 100% small business set-aside.

Place of performance is Beale Air Force Base, Marysville, California. Primary shades must use Plastic-View F-72 SR material or FAA-approved equal with minimum thickness of 0.125 mm, visible light transmission no greater than 6%, ultraviolet transmission no greater than 2%, and total solar energy rejection of at least 60.5%. All shades require NFPA 701 flame-resistant certification, manual operation with heavy-duty constant-tension spring rollers, locking bottom rails, and stainless steel side-tension guide cables; motorized operators are prohibited. Specifications must comply with FAA Master Specification Section 12 25 12 and FAA-E-2470b. The contractor bears sole responsibility for field-verifying exact dimensions and window angles prior to fabrication. The existing shades, unreplaced since 2017, exhibit advanced material degradation creating an active flight safety hazard by subjecting air traffic controllers to uncontrolled solar glare during critical operations. The solicitation is NAICS 337920, Blind and Shade Manufacturing, PSC 7230, with a size standard of 1,000 employees. The acquisition consists of two firm fixed-price line items: shade hardware and materials, and professional installation with legacy removal and disposal. A five-year comprehensive manufacturer warranty covering all defects is required from the date of final Government acceptance. Offerors may propose "or equal" products meeting the updated optical performance requirements.
