About this file

This is a Questions and Answers document for solicitation FA468626QC011 issued by the Air Force on 16 September 2026 for the procurement of primary window shades for the Air Traffic Control tower at Beale AFB.

The solicitation requires one primary shade per window as specified in the provided diagram, with no secondary shades required. The governing offer deadline is Monday, 21 September 2026 at 10:00 AM PST (correcting an administrative error in the SF 1449 Block 8). The installation timeline has been extended to 31 January 2027 to accommodate seasonal production demands. Optical performance requirements have been amended to specify a maximum Visible Light Transmission (VLT) of 6%, maximum Ultraviolet transmission of 2%, and minimum Total Solar Energy Rejection (TSER) of 60.5%, superseding conflicting specifications in the attached FAA Master Specification that referenced 8-12% VLT. The measurements provided in the diagram are formatted as Width x Height (Length) but are approximate; contractors are solely responsible for verifying exact field measurements prior to manufacturing. Service Contract Labor Standards do not apply to this acquisition, as the installation is considered incidental to the commodity purchase of shades. Contractors may propose "or equal" products provided all solutions meet the updated optical performance requirements outlined in the amended Statement of Need.

QUESTIONS AND ANSWERS (Q&A) dated 16 September 2026

9 OSS ATC Window Shades

SOLICITATION NO. FA468626QC011

Question 1: Secondary Cab Shades are not required in ATCTs. The wording does not clarify if secondary shades are being requested in the quote. Also, if secondary shades are being requested, does the tower want secondary shades on both the upper and lower windows? Please keep in mind that we need 8" of mounting space front to back to have primary and secondary shades.

Answer 1: The ATC tower is not requesting secondary shades. They are requesting one primary shade for each of the windows described in the diagram

Question 2: The period of performance is set to end on November 30th, 2026. We are in our busiest season and currently have many orders in production that will most likely make the November 30th deadline difficult to meet. Can this deadline be extended?

Answer 2: The timeline for installation can be extended to Jan 31, 2027. I believe the November time frame was in regards to months of greatest sun exposure and sun angle due to Beale AFB’s longitudinal position.

Question 3: I will be away from the office starting tomorrow and returning on 9/21 around 4 PM. Are you able to extend the due date for a response by one or two days?

Answer 3: No, The quote submission deadline cannot be extended. Quotes remain due on Monday, 21 September 2026 at 10:00 AM PST

Question 4: Offer due date and time: the SAM notice states Monday, September 21, 2026 at 10:00 AM PST, while Block 8 of the SF 1449 states September 11, 2026 at 1:00 PM, which predates the September 14 issue date. Please confirm the governing offer deadline and time zone.

Answer 4: The date in Block 8 of SF 1449 was an administrative error. The governing offer deadline has been updated. Quotes are due Monday, 21 September 2026 at 10:00 AM PST.

Question 5: Optical performance requirements: the SON specifies primary shade material with VLT no greater than 4%, UV transmission no greater than 2%, and TSER at least 60.5%. The incorporated FAA Master Specification Section 12 25 12 states VLT 8% to 12% nominal, TSER minimum 65%, and UV rejection minimum 99%. Please confirm which values govern for technical acceptability.

Answer 5: The Government acknowledges the discrepancy between the main body of the Statement of Need (SON) and the attached FAA specification (Attachment 2). Following a review by Airfield Operations, it was determined that the 8-12% Visible Light Transmission (VLT) referenced in Attachment 2 is a secondary standard intended for predominantly overcast locations and is not suitable for Beale AFB. To ensure proper primary direct-sun glare control for controllers, the SON is being officially amended. The forthcoming amended SON will establish the required VLT at a maximum of 6% (accommodating the standard ≤4% to 6% range). The conflicting 8-12% metric in Attachment 2 is hereby superseded and removed. All proposed solutions, including "or equal" products, must meet the updated requirements outlined in the amended SON: a maximum VLT of 6%, a maximum Ultraviolet (UV) transmission of 2%, and a minimum Total Solar Energy Rejection (TSER) of 60.5%.

Question 6: Service Contract Labor Standards: FAR 52.222-41 and 52.222-62 are included, but the 52.222-42 table is blank, and no wage determination appears in the package. Please confirm whether a wage determination applies to the installation work. If so, please provide the applicable wage determination and labor classifications.

Answer 6: A Wage Determination does not apply to this solicitation. The Government has determined that the principal purpose of this acquisition is a commodity purchase. The installation of the shades is considered incidental to the supply of the commodity. Therefore, the Service Contract Labor Standards (SCA) do not apply.

Question 7: In regards to the measurements of the shades on page 6 of the Statement of Need. Is it length x width or width x length?

Answer 7: The approximate measurements provided in the diagram are formatted as Width x Height (Length). However, please be advised that per Section 4 of the Statement of Need: "Any diagrams or dimensions provided by the Government are approximate. The Contractor is solely responsible for verifying all exact field measurements prior to manufacturing to ensure a precise, custom fit.
