This Sources Sought Notice is for planning purposes only and does not constitute a formal solicitation; the government will not accept unsolicited proposals and will not reimburse information gathering costs. The submission deadline for responses demonstrating capabilities is May 1, 2026.
This requirement is structured as a potential small business set-aside, contingent upon two or more qualified small businesses providing sufficient capability information to support the designation, with encouragement extended to all socioeconomic small business categories including 8(a) Program participants, Service-Disabled Veteran-Owned, Women-Owned, and Historically Underutilized Business Zone concerns. No incumbent contractor is identified in this notice, and specific budget or award value information has not been disclosed at this pre-solicitation stage. The contract will be structured as a firm fixed price award covering the six-day, five-night training period with an advance party lodging period of two additional nights, accommodating a total of 184 individuals (160 cadets, 24 cadre, and advance party personnel). All contractor personnel assigned to the event must maintain professional appearance and demeanor, possess STEM subject matter expertise, demonstrate OSHA safety awareness, and the contractor must designate a contract manager available during standard business hours. Additionally, contractor labor hours must be reported through the secure ecmra.mil data collection system no later than October 31 of each calendar year commencing in 2026.
