About this opportunity
The Department of the Air Force Air Education and Training Command seeks HAZMAT removal services at Sheppard AFB, TX, with quotes due September 10, 2026 at 12:00 PM CDT. The procurement is a total small business set-aside, foreclosing competition outside that pool. The 82d Contracting Squadron anticipates awarding a single firm fixed price contract.
Place of performance is Sheppard AFB, TX 76311. Work involves excavation and removal of approximately 8 cubic yards of petroleum-contaminated soil and grass at the northeast corner of 9th Avenue and Burkburnett Road, outside the installation perimeter. The NAICS code is 562211 (Hazardous Waste Treatment and Disposal) with a small business size standard of $47 million. PSC is F108, Environmental Systems Protection—Environmental Remediation.
The performance period is 60 calendar days from the Notice to Proceed. The contractor must conduct initial contamination sampling and three clearance samples per Texas Commission on Environmental Quality Risk Reduction Program requirements using NELAP-accredited laboratories, testing for Total Petroleum Hydrocarbons (TPH) using TCEQ Method TX1005 and BTEX using SW-846 8260C. Cleanup is determined by TCEQ TRRP Table 5 TPH levels using 0.5-acre source-area criteria. The contractor identifies the disposal landfill, authorized transporters, and bears all transport and disposal costs. Upon clearance, the contractor replaces excavated areas with clean fill dirt and restores 170 square feet of grass using sod meeting Integrated Natural Resource Management Plan requirements with 70 percent grass coverage prior to final acceptance. Work hours are 7:30 a.m. to 4:30 p.m. Monday through Friday; after-hours and weekend work is at no additional cost. The contractor must obtain AF Form 103 digging permits, comply with environmental and fire regulations, maintain an on-site project superintendent, and comply with storm water permit and hazardous materials handling protocols.
Questions are due September 3, 2026 at 12:00 PM CST. A mandatory site visit is scheduled September 2, 2026 at 9:00 a.m. at Sheppard AFB Exterior Hospital Gate, accessible without base access from the exterior fence line. This is an RFQ; all documents are obtainable via this notice. Primary contact: SrA Maurissa Gaye Fisher, 940-676-2012, maurissa_gaye.fisher.1@us.af.mil.
