About this opportunity

The US Army Corps of Engineers, Charleston District is seeking comprehensive Facility Investment Services (FIS) for the 81st Readiness Division across three regions: Region F (North Carolina and South Carolina), Region K (Florida), and Region P (Puerto Rico). The procurement involves extensive facility maintenance and support services for multiple Army Reserve Centers, including preventive maintenance, service calls, inspections, and testing for HVAC, fire protection, plumbing, electrical, emergency generators, and various other building systems. Contractors will be required to maintain facility inventories, develop maintenance programs, manage hazardous materials, and ensure compliance with federal, state, and military regulations while maintaining facilities in operational readiness. The formal solicitation is expected to be issued approximately 15 days after the October 1, 2025 pre-solicitation notice, with proposals due no less than 30 days from the solicitation date. Pre-proposal site visits are scheduled for October 23-November 7, 2025, with a kick-off meeting via Teams on October 23, 2025. All interested parties must maintain active SAM.gov registration to access solicitation documents and be eligible for award.

This acquisition is designated as a 100% Total Small Business Set-Aside under NAICS code 561210 (Facilities Support Services), limiting competition to qualifying small businesses. The contract structure includes both Firm Fixed Price (FFP) components and Indefinite Delivery/Indefinite Quantity (IDIQ) elements, with an anticipated start date of October 1, 2025. The comprehensive scope covers dozens of Army Reserve facilities across the three regions, with site visits spanning multiple weeks and requiring coordination with various points of contact including facility managers and USACE project personnel. The contract emphasizes a partnership approach requiring contractors to exercise maximum discretion in maintaining facility performance while adhering to specific performance objectives. Monthly reporting through a Computerized Maintenance Management System (CMMS) will be required, along with detailed record-keeping and documentation of all maintenance activities. The procurement covers facilities ranging from major Army Reserve Centers to smaller Armed Forces Reserve Centers across the southeastern United States and Puerto Rico.
