About this opportunity
The Department of the Air Force Air Combat Command seeks conversion of a Caterpillar 730 articulated truck chassis into a 6,000-gallon water tanker via RFQ, with quotations due July 30, 2026 and questions due July 20, 2026. This is a Total Small Business Set restricted to NAICS 336211 (Motor Vehicle Body Manufacturing) with a 1,000-employee size standard.
Place of performance is Nellis Air Force Base, Nevada. The procurement consists of three firm fixed-price contract line items: the water tanker kit with tank body and spray system (CLIN 0001), installation services (CLIN 0002), and comprehensive initial operator training (CLIN 0003), each quantity one unit. Vendors must quote the entire package; partial quotes are non-responsive.
The tank must be heavy-duty carbon/mild steel with internal baffling, feature an externally mounted hydraulically-driven centrifugal pump delivering 1,000–1,250 GPM, and include rear spray bar with two independently controlled fan spray heads, minimum two side-mounted spray heads, dual front bumper sprayers, and a remote-controlled turret monitor operated via in-cab joystick. Additional equipment includes a rear-mounted hose reel with minimum 50 feet of hose and electric-over-hydraulic operator controls. The tank requires internal corrosion protection and a visual water level indicator. Vendors must deliver complete turnkey installation with post-installation structural integrity verification, 100% leak-free testing at full capacity, and functional testing of all systems. Vendors must provide operator, maintenance, and parts manuals; return all removed original equipment; and deliver comprehensive initial operator training. Delivery is required within 60 days after receipt of order to Nellis AFB with FOB Destination, though vendors may propose extended delivery timelines, which will be considered technically acceptable.
Vendors must be SAM-registered prior to award. Award will be made on a lowest-priced, technically acceptable basis to a single responsible vendor. Vendors must submit quotes electronically to Jatziry Rule and Erin Lilly, including product specifications, CAGE code, SAM Unique Entity ID, payment terms, discount terms, point of contact, and proposed delivery schedule.
