About this opportunity
The Coast Guard issued a sole-source procurement notice on August 26, 2026, for an 8 Passenger Club Pallet and Medical Pallet for C-130 aircraft, with capability statements due September 4, 2026, at 11:00 a.m. Pacific Time. The procurement is set aside for small business (NAICS 336413, 1,250-employee size standard) and is restricted to Knight Aerospace based on airworthiness certification and compressed schedule requirements under FAR 6.302. The Coast Guard will award a firm-fixed-price contract using Simplified Acquisition Procedures if no responses demonstrate that another responsible source is available.
The requirement encompasses two airworthy pallet systems for the HC-130J aircraft: a Medical Pallet System accommodating one patient on a wheeled stretcher with 700-pound weight capacity and two to four economy-class seats for medical personnel, plus integrated life support systems including oxygen and suction; and a Business Class VIP Pallet System providing eight business-class seats (four forward-facing, four rearward-facing) with integrated tables, electrical outlets, and emergency lighting. Both pallets measure nominally 108 by 88 inches and must meet crashworthiness standards (MIL-STD-810 Method 514.8, 14 CFR Part 25), FAA flammability standards, and integrate with the HC-130J cargo restraint system and electrical infrastructure. Manufacturing must occur under AS9100D or ISO 9001 certification. Deliverables include engineering drawings, operations and maintenance manuals, illustrated parts lists, weight and balance data, and Certificate of Conformance packages. Shipment is to USCG Air Station Kodiak, Alaska.
All responsible sources may submit written capability statements demonstrating clear and convincing evidence of capability to Contracting Officer Terry Craft (terry.e.craft@uscg.mail) by the deadline. No telephone inquiries will be accepted; follow-up questions will not be accepted after September 4, 2026.
