Specification Sheet Summary

This is a specification sheet for the design, manufacturing, and delivery of two airworthy pallet systems for the HC-130J aircraft: a Medical Pallet System and a Business Class (VIP) Pallet System. Both pallets must be nominally 108 inches wide by 88 inches long and interface seamlessly with the HC-130J cargo handling system. General requirements applicable to both systems include compliance with aerospace crashworthiness standards (MIL-STD-810, Method 514.8, and 14 CFR Part 25), FAA flammability standards, detailed weight and balance documentation, integration with the aircraft's cargo restraint system with specified tie-down points, and compatibility with the HC-130J electrical system using MIL-SPEC connectors. All materials must be fire-retardant, and manufacturing must occur under a recognized quality management system such as AS9100D or ISO 9001. Comprehensive documentation deliverables include detailed engineering drawings, operations and maintenance manuals, illustrated parts lists, weight and balance data, and a Certificate of Conformance data package.

The Medical Pallet System accommodates one patient on a wheeled ambulance stretcher with 700-pound weight capacity and secure restraints, plus two to four economy-class TSO-C39c compliant seats for medical personnel, and includes a medium-sized storage cabinet for medical supplies. The Business Class Pallet System provides eight business-class TSO-C127a compliant seats (four forward-facing, four rearward-facing) with integrated tables, a center passageway, non-electric emergency lighting, electrical outlets, blue upholstered seating, and fire-retardant carpet flooring. Both pallets must be shipped via freight to USCG Air Station Kodiak, Hangar 2, Building 20, Kodiak, Alaska 99615. Bidders must demonstrate relevant experience designing and manufacturing airworthy pallet systems for military aircraft and provide a detailed compliance matrix addressing all specification requirements along with past project examples and customer references.
