About this opportunity
The U.S. Fish and Wildlife Service published this Special Notice of Intent to Sole Source Award on February 19, 2026, announcing its intention to award a firm fixed price contract to Lotek Wireless Inc. for the purchase of GPS collars equipped with cameras. The contract falls under the Simplified Acquisition Threshold authority and is classified under NAICS code 334290 (Other Communications Equipment Manufacturing) and PSC code 7G22 (Satellite and RF Communications Products). This is not a competitive solicitation but rather a notice of the agency's intent to proceed with a sole source award based on circumstances demonstrating only one source is reasonably available. The due date for any statements of capabilities from interested parties is February 23, 2026.
The Selawik National Refuge requires these specialized wolf collars to gather urgent information on wolf populations in response to a new aerial gunning management proposal. The collars must be manufactured and delivered by April 7, 2026, with deployment scheduled during the February-April window when snow cover and daylight conditions are adequate. Market research identified that Lotek is the only manufacturer capable of delivering suitable collars meeting all technical requirements—including GPS, radio, Iridium capability, and video/audio recording—within the compressed timeline, while other potential vendors could only produce one to two units with uncertain delivery schedules. The estimated cost is $3,900 per unit for a total procurement of $28,000. Interested parties may submit written statements of capabilities containing clear and convincing evidence of their ability to meet the requirement by the February 23 deadline, though the agency has already determined that sole source award to Lotek is justified based on urgency and exclusive manufacturing capability.

Notice of Intent to Sole Source Award
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service Communications Branch intends to award a firm fixed price sole source under the authority of FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).: Lotek Wireless Inc.

The North American Industry Classification System (NAICS) code for this requirement is 334290, Other Communications Equipment Manufacturing, and the Product Service Code (PSC) for this requirement is 7G22, IT and Telecom¿Network: Satellite and Rf Communications Products. The object of this sole source award is to require the purchase of wolf collars for the Selawik National Refuge as they have an urgent need to gather information on wolves on refuge lands in response to new proposal to manage wolves using aerial gunning. In partnership with other management agencies, we determined that the most feasible way to acquire information on wolves is through deployment of GPS collars equipped with cameras on wolves in the refuge. Deployment must occur prior to summer 2026 to ensure data is available to support decision making in 2027, and deployment is only possible during periods of snow cover and adequate daylight (February-April). Only Lotek responded with affirmation that suitable collars can be manufactured and delivered in that time frame.
This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
Capability statements shall be submitted by e-mail ONLY as a Microsoft Word or Adobe PDF attachment to the following address: carter_duke@fws.gov.
