About this file

This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a sole source acquisition under the Simplified Acquisition Threshold (SAT).

Selawik National Refuge requires GPS collars equipped with cameras to gather urgent information on wolves on refuge lands in response to a new aerial gunning management proposal. The collars must be deployed prior to summer 2026 to support decision-making in 2027, with deployment only feasible during periods of snow cover and adequate daylight. Market research contacted five collar manufacturers and distributors during the week of February 2, 2026, with only Lotek confirming capability to manufacture and deliver suitable collars meeting all requirements (GPS/Radio/Iridium capable, video/audio capability, compatible with existing Alaska Department of Fish and Game collars) by the April 7, 2026 deadline. Vectonix collars could potentially work but can only produce 1-2 units by mid-April with uncertain European manufacturing timelines. The contractor (Lotek) has prior experience providing collars to State and Federal agencies. The estimated cost is $3,900 per unit ($28,000 total), deemed reasonable based on prior purchasing experience for other species, compared to Vectonix's quoted $4,500 per unit. Program Officer Wilhelm Wiese certified the justification on February 19, 2026, and Contracting Officer Solmaz Salih approved the sole source acquisition procedures under FAR Part 13 on the same date.

Text3: Vectonix collars could work, however they only anticipated being able to produce 1 or 2 units prior to mid-April and shipping time is uncertain as they are manufactured in Europe.
Text2: Collar manufacturers/distributers were contacted during the week of February 2, 2026 to see if 5-7collars that meet requirements (suitable for wolves, GPS/Radio/Iridium capable, video/audio capability, compatible with Alaska Department of Fish and Game collars already purchased for the project, available for delivery by April 7, 2026). Only Lotek responded with affirmation that suitable collars can be manufactured and delivered in that time frame.
Text1: Selawik National Refuge has an urgent need to gather information on wolves on refuge lands in

response to new proposal to manage wolves using aerial gunning. In partnership with other management agencies, we determined that the most feasible way to acquire information on wolves is through deployment of GPS collars equipped with cameras on wolves in the refuge.

Deployment must occur prior to summer 2026 to ensure data is available to support decision making in 2027, and deployment is only possible during periods of snow cover and adequate daylight (February-April).

Text4: Collars are uregently needed this winter to ensure data is available for upcoming decisions. Follow-up information will also be needed, and additional collars may be needed for future years. PPR for future collar orders will be submitted at least 4 months prior to the deployment window (February-April) to ensure multiple manufacturers have time to produce suitable units, and to ensure that partner agency (Alaska Department of Fish and Game) has adequate time to make decisions about procurement of compatible collars.
Text6: Final cost for the Lotek collars is expected to be about $3,900 per unit ($28,000 total). This cost is reasonable based on experience purchasing collars for other species.

Vectonix stated that cost for their collars would be slightly more, about $4,500 per unit.
