About this opportunity

The U.S. Fish and Wildlife Service Communications Branch has issued a Notice of Intent to Award a Sole Source Contract to Drone Arrival, Inc. for the purchase of a Ground Penetrating Radar System. This special notice is published under the authority of FAR subpart 13.106-1(b)(1)(i) and (ii) for purchases not exceeding the Simplified Acquisition Threshold, allowing contracting officers to solicit from only one source when circumstances deem only one source reasonably available. The acquisition falls under NAICS code 541360 for Geophysical Surveying and Mapping Services and PSC code 7G22 for Satellite and RF Communications Products. The notice explicitly states this is not a request for competitive quotes but rather an intent to award on a sole source basis. The designated contractor is Drone Arrival, Inc., located in Antioch, Illinois.

The Ground Penetrating Radar System will be utilized for a Burned Area Rehabilitation project, specifically the Swan Lake Fire project, requiring FCC-approved equipment that can be mounted on an Uncrewed Aircraft System (UAS) and capable of mapping peatland depth to at least 6 meters while maintaining a 2-meter altitude. Extensive market research conducted with USGS and GPR system experts identified only one system meeting the FCC and NDAA compliance requirements during the procurement process. Interested parties who believe they can meet the requirements may submit capability statements via email to carter_duke@fws.gov by June 25, 2025, but must provide clear and convincing evidence that competition would be advantageous to the government. All costs associated with preparing and submitting responses are the sole responsibility of the respondent and will not be reimbursed. The justification emphasizes that while other GPR units might meet basic project requirements, regulatory constraints and limited market demand make it challenging for businesses to invest in such specialized equipment, making Drone Arrival the sole viable provider for this specific application.
