About this file
This document is a Single Source Justification (SSJ) form from the U.S. Fish and Wildlife Service for a sole source acquisition under the Simplified Acquisition Threshold (SAT). The requirement is for a Ground Penetrating Radar (GPR) system to be operated from an Uncrewed Aircraft System (UAS) for a Swan Lake Fire Burned Area Rehabilitation project, capable of mapping peatland depth to at least 6 meters while maintaining a 2-meter altitude above ground. Market research conducted with USGS and GPR system experts revealed only one system that meets FCC and NDAA compliance requirements, from droneArrival.com.
The justification highlights that while several GPR units might meet project requirements, regulatory constraints and limited market demand make it challenging for businesses to invest in such specialized equipment. The document recommends sole source acquisition for droneArrival, citing the company's extensive history of providing reliable equipment. The acquisition has been digitally approved by Mark Laker (Program/Project Officer) and Solmaz Salih (Contracting Officer) in 2025, with the cost deemed fair and reasonable as droneArrival is the sole provider of the necessary GPR system for the specific project needs.

| Text3: (Describe the actions taken to locate other capable sources or brands. List any sources that expressed in writing an interest in the procurement.) All manufactures of GPR units capable of UAS operation and meeting project requirements were contacted for pricing, capabilities, FCC and NDAA compliance. https://www.guidelinegeo.com/product/mala-geodrone/, http://www.radarteam.se/,http://www.geoscanners.es/gekko.htm, dronearrival.com: https://www.sphengineering.com/, | |
| Text2: (Describe the market research conducted or a statement of the reasons market research was not conducted.)Research was conducted with the aid of USFWS IRTM, communication experts. USGS scientists familiar with GPR system were consulted. Most GPR units are manufactured in Europe and are not designed for airborne UAS operation. About eight GPR systems were found that can operated from a UAS. Only one of these was found to be FCC and NDAA compliant. The FCC requires frequency registration. This is not regulated in most countries. The only unit that was found to meet project and regulatory requirements was the Aero 500 system by SPH engineering. They have one fully authorized GPR dealer in the US and that is dronearrival.com | |
| Text1: (Describe the requirement and any special circumstances pertaining to this acquisition.) A ground penetrating radar (GPR) system that can map peatland depth down to at least 6 meters. This information is needed to accomplish objectives of the Swan Lake Fire Burned Area Rehabilitation. The GPR needs be capable of being operated from an Uncrewed Aircraft System (UAS) and maintain an altitude of 2 meters above the ground. The GPR must meet FCC requirements and NDAA. | |
| Text4: (Describe the actions taken to overcome barriers to competition for any subsequent acquisitions.) There are several GPR units that may likely meet the project requirements, but regulatory requirements make it difficult for business to sell GPR units in the US and the market demand isn't large enough for them to make to investment to meet them. | |
| Text6: The cost is fair and reasonable from this source as it is the single source that provides the necessary supplies. | |
