About this opportunity
The Bureau of Land Management California is publishing a justification for other than full and open competition (JOFOC) for sole-source award of a Motorola Smart Connect contract, with comments due July 13, 2026. BLM-CA requires Motorola Smart Connect to integrate broadband and IP-based communications with its existing Motorola land mobile radio subscriber units and base/repeater infrastructure for mission-critical field operations while maintaining employee and public safety. The independent government estimate is $433,696.00 for a base year plus four option years. Market research determined that no competing vendors offer solutions compatible with existing Motorola subscriber units without extensive system modification or equipment replacement. The proprietary nature of Motorola Smart Connect and its exclusive compatibility with Motorola equipment prevent competition; alternative vendors would void warranties, eliminate manufacturer support, and require costly equipment replacement. No other vendors expressed written interest or demonstrated ability to meet BLM-CA's technical, operational, and security requirements. The required products and services include Software License TDMA, SmartConnect addition, Wi-Fi capability, SmartConnect-FedRAMP certification, and Managed Zone Core pass-through services for the initial year.
Notice text
The Bureau of Land Management California (BLM-CA) seeks approval to award a sole-source contract for the procurement of Motorola Smart Connect. This solution is required to support interoperability between the existing land mobile radio (LMR) base and repeater infrastructure and broadband/IP-based communications for mission-critical operations.
BLM-CA currently operates Motorola subscriber units in support of field operations. Motorola Smart Connect is required to ensure seamless integration with these subscriber units, maintain operational continuity, and support system reliability while preserving the health and safety of field-going employees and the public.
