About this file
This is a Justification for Other than Full and Open Competition (FAR 6.103-1) prepared by the Bureau of Land Management California State Office, Division of Support Services, Telecommunications Branch.
BLM-CA seeks sole-source contract approval for Motorola Smart Connect, a solution required to integrate with existing Motorola land mobile radio (LMR) subscriber units and enable broadband/IP-based communications for mission-critical field operations. The required products and services include Software License TDMA, SmartConnect addition, Wi-Fi capability, SmartConnect-FedRAMP certification, and Managed Zone Core pass-through services for the initial year. The Independent Government Estimate for the acquisition is $433,696.00 for a base plus four option years. Market research determined that no competing vendors offer solutions compatible with existing Motorola subscriber units without extensive system modification or equipment replacement. The proprietary nature of Motorola Smart Connect and its exclusive compatibility with Motorola subscriber units prevents competition under FAR 6.103-1. No other vendors expressed written interest or demonstrated the ability to meet BLM-CA's technical, operational, and security requirements. The agency determined that using alternative vendors would void existing warranties, eliminate manufacturer support, and require equipment replacement at significant additional cost, making no reasonable actions available to remove barriers to competition for future acquisitions. The justification is certified by Doug Carter (Requestor) and John Cabral (Contracting Officer).
