About this opportunity
The Department of Veterans Affairs Veterans Health Administration Network Contracting Office 16 has issued a Special Notice for a sole-source contract to maintain existing TMEX Local Distribution Channel (Gigaman) telecommunications equipment at the Central Arkansas Veteran Health System in Little Rock, Arkansas. The agency intends to award a firm fixed price, non-personal services contract exclusively to AT&T under Federal Acquisition Regulation 6.302-1, which allows for sole-source procurement when only one vendor can meet the requirements. This procurement falls under Product Service Code 7D20 for IT and Telecom Services and NAICS Code 517810 for All Other Telecommunications. The contract will run from October 1, 2025 to September 30, 2026, covering maintenance and repair of AT&T-controlled circuitry and equipment supporting critical engineering systems including fire alarms, cameras, and pneumatic tube systems.
The primary objective of this Special Notice is to inform the marketplace of the government's intent to negotiate exclusively with AT&T for maintaining point-to-point data communication circuits between North Little Rock and Little Rock that support essential veteran healthcare facility operations. While this is not a competitive solicitation, interested parties who believe they can provide the required services may submit a letter of interest by September 16, 2025 at 8:00 AM Central Standard Time to Contracting Officer Joseph Warren. These submissions must demonstrate the firm's technical expertise, certifications, and authorization to compete for this acquisition, along with rationale for why they should be considered as an alternative to AT&T. The government has determined through market research that AT&T is the only vendor capable of providing the required network probes and maintaining the existing Gigaman telecommunications infrastructure. The government reserves the right to verify any documentation submitted with the original equipment manufacturer to ensure authenticity.
