The notice, posted on February 14, 2025, with a response deadline of March 1, 2025, pertains to the Process Systems Engineering Research Team's requirement for specialized optimization software. NETL has determined that Gurobi Optimization is the only source capable of providing the specific software license and technical support needed for solving large-scale optimization problems. The notice falls under Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, and targets the Custom Computer Programming Services NAICS category. The software in question is proprietary to Gurobi, with no authorized resellers available.
Interested parties who believe they can meet NETL's requirements are invited to submit written evidence of their capabilities by 1:00 PM ET on March 1, 2025, directly to the purchasing agent, Rebekah Parks, via email. The purpose of this notice is to allow potential alternative sources to demonstrate their ability to fulfill the specific software needs, though NETL has already conducted market research indicating no comparable alternatives exist. The subscription includes full software functionality and upgrades to new versions during the contract period. Contractors must provide comprehensive documentation proving their capability to match Gurobi's optimization software features. The agency emphasizes that this notice is not a request for quote or proposal, and any determination to compete the requirement remains solely at the government's discretion. Telephone responses will not be accepted, and submitted information will be evaluated strictly for assessing potential competitive procurement options.
