About this opportunity
The U.S. Fish and Wildlife Service issued a Notice of Intent to Award a Sole Source on July 22, 2026, to furnish forensic workstations to SUMURI TALINO for the Office of Law Enforcement's Digital Evidence Recovery and Technical Support Unit (DERTSU), with a response deadline of July 29, 2026. This is a sole-source procurement; no competitive proposals are solicited.
DERTSU operates a digital forensics laboratory supporting law enforcement investigations across the Department of Interior and requires specialized computer hardware optimized for high-speed processing and evidence integrity protection that standard enterprise IT systems cannot meet. Existing Storefront-approved computers lack the processing power, storage throughput, and expansion capacity necessary to run modern forensic tools as digital evidence sizes grow and device types evolve. Case processing times increase, backlogs expand, and investigative responsiveness to time-sensitive wildlife trafficking, environmental crimes, and federal violations suffers without updated hardware.
Market research determined that SUMURI TALINO workstations are the only commercially available systems capable of meeting current mission requirements. SUMURI is the sole vendor offering native dual-boot systems with Windows 11 Pro and PALADIN, a proprietary Linux-based forensic operating system, with integrated dual forensic platform capability on approved hardware. Alternatives cannot meet required processing performance, forensic-grade component standards, validated tool compatibility, and configuration flexibility. The procurement is for NAICS 334111 (Electronic Computer Manufacturing) with FSC/PSC 7B20. Fair and reasonable pricing was determined through previous contracts with the same vendor.

Statement of Need ¿ DERTSU Forensics Workstations
USFWS/OLE/DERTSU requires updated computer forensics workstations to replace aging systems that no longer meet current investigative and technical demands. As digital evidence sizes grow and device types evolve, existing Storefront-approved computers lack the processing power, storage throughput, and expansion capacity necessary to run modern forensic tools effectively. Currently available standard systems do not meet mission requirements.
Modern digital forensics workflows rely on high-performance CPUs, specialized controllers, integrated forensic bridges, and validated multi-drive configurations to efficiently process large datasets from phones, computers, cloud exports, and removable media. Without updated hardware, case processing times increase, backlogs expand, and investigative outcomes may be delayed, reducing OLE¿s responsiveness to time-sensitive wildlife trafficking, environmental crimes, and other federal violations supported by digital evidence.
Replacing the current workstations with modern, purpose-built forensic systems is essential to ensuring accuracy, efficiency, and evidentiary integrity. Updated workstations will allow DERTSU to maintain operational readiness, support emerging digital investigation techniques, and meet DOI¿s performance, security, and mission requirements for law enforcement operations.
DERTSU requires computers that meet or exceed the following specifications:
