About this file
This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service's Joint Administrative Operations, Acquisitions Operations division for a purchase not exceeding the Simplified Acquisition Threshold (SAT).
The justification supports a sole source acquisition of SUMURI TALINO forensic workstations for the Office of Law Enforcement's Digital Evidence Recovery and Technical Support Unit (DERTSU). DERTSU operates a digital forensics laboratory supporting law enforcement operations and criminal investigations across the Department of Interior and requires specialized computer hardware optimized for high-speed digital forensic processing and evidence integrity protection that cannot be met by standard enterprise IT hardware contracts. Market research determined that SUMURI TALINO workstations are the only commercially available systems capable of meeting OLE's current digital forensics mission requirements, with alternative manufacturers unable to meet required processing performance, forensic-grade component standards, validated tool compatibility, and configuration flexibility. SUMURI is the sole vendor able to offer native dual-boot systems with Windows 11 Pro and PALADIN, a proprietary Linux-based forensic operating system, with integrated dual forensic platform capability on approved hardware. The contractor qualifications section notes SUMURI's leading position in the global digital forensics community with extensive Federal, State, and Local law enforcement support, offering a fully integrated mission-ready platform with superior cost-to-performance ratio and lower total cost of ownership. Fair and reasonable pricing was determined through previous contracts with the same vendor. The justification was certified by Program Officer James Golden on May 5, 2026, and approved by Contracting Officer John Skogen on July 22, 2026.

| Text3: Market research found some manufacturers can assemble custom high-performance computers with forensic components, but none fully meet OLE’s mission-critical needs. Only SUMURI offers workstations with PALADIN, its proprietary dual-boot forensic operating system, which are crucial for OLE workflows. Other vendors lack systems optimized for forensic processing and integrated hardware needed for secure evidence handling. SUMURI is the sole reputable provider supporting federal labs and delivering workstations that satisfy all technical, operational, and legal requirements. | |
| Text2: Market research conducted by DERTSU determined that SUMURI TALINO forensic workstations are the only commercially available systems capable of meeting the OLE’s current digital forensics mission requirements. Research included reviewing multiple federal procurement databases, comparison of technical specifications, and assessment of compatibility with existing OLE forensic tools. Alternative manufacturers were found unable to meet required processing performance, forensic‑grade component standards, validated tool compatibility, and configuration flexibility essential for timely analysis of digital evidence. SUMURI TALINO systems are uniquely designed for law enforcement digital forensics and are the only workstations that ship with a dual operating system (OS) option that includes SUMURI'S proprietary PALADIN digital forensics OS. | |
| Text1: The USFWS Office of Law Enforcement (OLE) Digital Evidence Recovery and Technical Support Unit (DERTSU) operates a digital forensics laboratory supporting law enforcement operations and criminal investigations across the Department of Interior and works in conjunction with other federal, state, and international law enforcement agencies. DERTSU requires specialized computer hardware optimized for high-speed digital forensic processing and digital evidence integrity protection, which cannot be met by standard Enterprise IT hardware contracts (e.g. Dell/HP/Lenovo). | |
| Text4: SUMURI is the only vendor able to offer native dual-boot systems with Windows 11 Pro and PALADIN, a proprietary Linux-based forensic OS owned by SUMURI. Only SUMURI can legally preinstall and validate PALADIN, providing an integrated dual-boot forensic platform on approved hardware. SUMURI is the only vendor who can provide this software configuration while meeting other workstation requirements that include digital forensics hardware integration and high-speed storage requirements. Other vendors cannot offer this workstation configuration. SUMURI has proven experience with custom digital forensics workstations for federal law enforcement, with no comparable competitor. | |

Text5: SUMURI is a leading provider in the global digital forensics community with a long history of supporting Federal, State, and Local law enforcement. SUMURI delivers a fully integrated, mission ready platform with a single point of support. By providing purpose built hardware and the PALADIN environment, SUMURI offers a superior cost to performance ratio and a lower total cost of ownership compared to traditional workstation options.
