About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 16, issued a Notice of Intent to Sole Source on November 17, 2025, for software license, subscription support, and maintenance services for Vocera Premier Communication systems at the Michael E. DeBakey VA Medical Center in Houston, Texas. This special notice indicates the VA's intention to award a sole-source, firm-fixed price contract to Government Marketing and Procurement, LLC under the authority of 41 U.S.C. 3304(a)(1) and FAR Part 6.103-1. The notice is classified under NAICS 541519 (Other Computer Related Services) and PSC 7A21 (IT and Telecom - Business Application Software), with a small business size standard of $34,000,000. This is a follow-on contract to an existing Vocera arrangement and represents the VA's determination that only one responsible source can meet the agency's specialized requirements.

The purpose of this notice is to inform the market of the VA's procurement intent and to gather relevant information to establish the final procurement strategy prior to issuing a formal solicitation. Interested parties are invited to submit responses via email with "RESPONSE TO INTENT TO SOLE SOURCE 36C25626Q0167" in the subject line by the November 20, 2025 deadline. The VA has determined through market research that the highly specialized Vocera services are essential, available from only one capable source, and necessary to prevent unacceptable delays in fulfilling operational requirements. The anticipated contract will run from January 1, 2026 through December 31, 2026, with four optional one-year renewal periods extending through 2030. While no formal solicitation currently exists, potential contractors and interested parties should note that this notice serves as a preliminary announcement and opportunity to provide input before the final solicitation is released.
