About this opportunity

The Department of Veterans Affairs (VA), specifically the Veterans Integrated Service Network 1, has issued a Special Notice announcing its intent to sole source a contract to MIM Software Inc. for software upgrades and support services. The notice, published on December 20, 2024, pertains to a procurement for the West Roxbury VA Medical Center Boston Healthcare System, managed by the Network Contract Office 1, Procurement Office East. The contract will be a firm-fixed-price agreement with a one-year base period and four potential option years, focusing on MIM Software upgrades and installation. The procurement will be executed under FAR 6.302-1, which allows for a single source when no other suppliers can satisfy agency requirements. The contract falls under the North American Industry Classification System (NAICS) code 513210, which covers Software Publishers.

The primary purpose of this Special Notice is to provide transparency about the VA's intention to award a non-competitive contract to MIM Software Inc. while offering an opportunity for other potentially qualified sources to demonstrate their capabilities. Interested contractors must submit detailed, relevant documentation to jerry.choinski@va.gov by December 27, 2023, at 3:00 PM EST to be considered for potential competitive procurement. The government retains sole discretion in determining whether to conduct a competitive procurement based on responses received. Importantly, this notice is not a request for competitive proposals, and no solicitation is currently available. Contractors responding to the notice should provide comprehensive documentation that allows the VA to conduct thorough market research and evaluate alternative sources. The VA emphasizes that any information submitted will be reviewed exclusively to determine the potential for a competitive procurement process.
