About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration, specifically Network Contracting Office 17, has issued a Special Notice of Intent to Award a Sole Source Procurement for HI-IQ Patient Tracking Software. The notice indicates the VA's plan to award a firm-fixed price contract to ConexSys, LLC for software subscription renewal services. The proposed contract will cover a base year from May 8, 2025, to April 30, 2026, with four additional one-year option periods extending through April 30, 2030. ConexSys, LLC has submitted documentation asserting they are the sole authorized service provider for the HI-IQ Software System. The procurement will be conducted under the statutory authority of 41 U.S.C. 3304(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, which allows for a non-competitive procurement when only one responsible source can satisfy agency requirements.
The primary purpose of this Special Notice is to provide transparency regarding the VA's intent to award a sole-source contract and offer an opportunity for other potential contractors to demonstrate comparable capabilities. Interested parties have seven days from the notice's publication to submit capability statements, proposals, or quotations that will be evaluated to determine if alternative sources exist. However, the notice explicitly states that this is not a formal request for quotations or proposals, and no contract will be awarded based on responses received. If no affirmative written responses are submitted within the seven-day window, the VA will proceed with issuing the contract to ConexSys, LLC without further notice. The opportunity is categorized under NAICS code 513210 (Software Publishers) and PSC code 7A21 (IT and Telecom - Business Application Software). Potential contractors should carefully review the requirements and be prepared to provide comprehensive evidence of their ability to meet the VA's specific software subscription needs.
