About this opportunity
The Naval Supply Systems Command is seeking to procure Ex-Libris Integrated Library System products for deployment at the National Defense University (NDU) through a sole source procurement. The requirement encompasses Ex LIBRIS Alma/Primo and Digital, which provides a FEDRAMP-approved unified Library Services Platform consisting of an Integrated Library System, Discovery Layer for books and periodical articles, Digital Asset Management System, and link resolvers for one-click full-text article access. The government intends to solicit and negotiate exclusively with authorized resellers of Ex-Libris who possess proprietary information for their FEDRAMP Certified Integrated Library System Software. This procurement is being processed under other than full and open competition pursuant to FAR 13.501(a) authority, with the NAICS code 513210 for Software Publishers and a size standard of $47 million. Interested parties have until August 25, 2025, to submit responses to this Request for Information, with all proposals being considered if received within five days of publication. The government will use responses primarily to determine whether to conduct a competitive procurement.
This procurement does not utilize any set-aside designations and is specifically targeting Ex-Libris as the sole source provider for the integrated library system solution. No incumbent contractors or specific award values are mentioned in the notice, though the NAICS size standard indicates contracts up to $47 million would qualify under this classification. The system will serve NDU as an academic research library requiring full integration across multiple platforms and will include accessories currently in use at regional NDU locations. The procurement falls under Product Service Code 7A21 for Business Application Software with perpetual licensing. The timeline is compressed, with only six days between the posting date of August 19, 2025, and the response deadline of August 25, 2025. The notice emphasizes that this is not a request for competitive proposals but rather an information-gathering exercise to assess market capability and interest.
