About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 8, through its Network Contracting Office (NCO) 8, has published a Special Notice announcing its intent to procure CyberFEDS on the Web subscription services on a sole-source basis from LRP Publications, INC. The procurement is justified under FAR 8.405-6(a)(1)(i)(B), which permits sole-source awards when only one source is capable of providing unique or highly specialized supplies. The VA has determined that LRP Publications is the only authorized provider capable of performing maintenance and the only manufacturer that can meet the agency's specialized subscription and maintenance requirements. This notice was posted on February 25, 2026, and represents the government's preliminary notification of its contracting intent prior to formal solicitation.

The objective of this procurement is to provide 89 CyberFEDS on the Web licenses for VISN 8 employees, with the contractor responsible for supplying all labor, parts, supplies, and equipment necessary for both scheduled and unscheduled maintenance, as well as periodic preventive maintenance inspections. Interested businesses that believe they can provide the required services must submit written notice to Contract Officer Malcolm Davis at malcolm.davis@va.gov no later than March 2, 2026 at 12:00 PM Eastern Time, accompanied by supporting evidence demonstrating their capability to comply with all requirements. The applicable NAICS code is 541519 (Other Computer Related Services) with a $34 million size standard. The government reserves the discretionary right to consider any submitted responses and determine whether to compete the acquisition, though no solicitation documents are currently available and telephone inquiries will not be accepted. This notice provides a limited window of opportunity for any contractors who wish to challenge the sole-source determination before the VA proceeds with negotiations with the intended contractor.
