About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is seeking to procure system integration and device testing support services for the Venous Care Pathway, a digital health platform designed to improve venous disease management for Veterans. The project will establish a comprehensive digital system with mobile and web-based applications to standardize care protocols for vascular ulcers and support clinical outcome tracking, remote communication, and care management for Veterans, healthcare practitioners, and VA leadership. This Request for Information (RFI) is being issued for market research and planning purposes only and does not constitute a binding solicitation; responses are voluntary and will not be accepted to form contracts. The VA is utilizing this loopback RFI to identify qualified vendors capable of meeting its requirements prior to releasing a formal solicitation through NASA's Solutions for Enterprise-Wide Procurement (SEWP) vehicle. Interested vendors must submit responses by November 14, 2025, at 10:00 AM Eastern Time to Crystal Lomonaco at the VA Technology Acquisition Center in Eatontown, New Jersey, with responses archived 30 days after the deadline.
No set-aside designation has been applied to this procurement, making it open to all eligible vendors under the SEWP contract vehicle. The requirement will initially support the VA Palo Alto Healthcare System and Minneapolis VA Health Care System with capacity for up to 2,000 patients, with a 12-month performance period from award date. The solicitation is classified under Product Service Code 7A20 (IT and Telecom - Application Development Software) and NAICS Code 541519 (Other Computer Related Services). While the RFI does not provide a specific budget ceiling or award value, vendors are requested to submit a Rough Order of Magnitude (ROM) estimate as part of their response. Small businesses, including Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB), are encouraged to respond, and the system must comply with FedRAMP authorization, FISMA requirements, and be hosted on VA GovCloud servers.
