About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network (VISN) 9 Network Contracting Office has issued a Special Notice for a sole source contract to upgrade ScriptPro server software at the James H. Quillen VA Medical Centers in Mountain Home, Tennessee. The VA intends to award a firm-fixed price contract directly to ScriptPro USA Inc for software upgrades to existing ScriptPro pharmacy equipment at the medical center. The procurement includes 24 line items covering various components such as Customer Hard Drive Retention systems, Endpoint Security Management, on-site upgrades for multiple ScriptPro systems, and server operating system upgrades. The VA has determined through market research that ScriptPro USA Inc is the only authorized source capable of providing upgrades to their proprietary equipment already installed at the facility. This Special Notice is not a request for competitive quotes or proposals, and no solicitation document is currently available.
The primary purpose of this notice is to inform the contracting community of the VA's intent to proceed with a sole source award while providing an opportunity for interested parties to demonstrate why competition would be advantageous to the government. Contractors have until 8:00 AM CST on July 28, 2025, to submit responses that must include detailed business information such as size status, socio-economic classifications, DUNS number, and registration status with the System for Award Management (SAM) and Small Business Administration (SBA) Registry. Non-Original Equipment Manufacturer (OEM) contractors must provide an authorization letter from ScriptPro proving they are authorized to provide the required OEM parts and equipment. Responses must present clear and convincing evidence that competition would be advantageous to the government, not cost or time prohibitive, and would not hinder the mission objectives of the Tennessee Valley Healthcare System Medical Centers. The government reserves sole discretion in determining whether to proceed with competitive procurement based on the information received.
