About this opportunity
The Department of Energy (DOE) Office of Headquarters Procurement Service has published a Notice of Intent to award a sole source contract to Unison Virtual Acquisition Office (VAO), LLC for virtual acquisition office online subscription services. This contract is being pursued under Federal Acquisition Regulation (FAR) Part 6.302-1, which allows for other than full and open competition when only one responsible source exists that can satisfy agency requirements. The subscription services will support DOE's acquisition workforce by providing up-to-date acquisition news, research, tools, and insights through proprietary publications including "The Daily" and "From the Hill." The contract covers a 12-month base period with no option periods and will serve both DOE Headquarters and field sites. The intended sole source contractor is located in Dulles, Virginia.
The primary objective of this procurement is to continue existing VAO subscription services that enhance the knowledge, productivity, and compliance of DOE's acquisition workforce through daily analysis of federal acquisition developments. Interested parties have ten calendar days from the August 14, 2025 publication date to submit capability statements and pricing information for consideration, with submissions due by August 24, 2025. This notice explicitly states that it is not a request for competitive proposals and no solicitation is available for this requirement. The procurement falls under the Libraries and Archives NAICS category and IT business application software product service code. The DOE justifies the sole source approach by asserting that no other supplies or services will satisfy the agency's specific requirements for this specialized acquisition workforce support service.
