About this opportunity
The Department of Energy's National Energy Technology Laboratory (NETL) has issued a Special Notice of Intent to Sole Source a service contract for Thermo-Calc Software on March 31, 2026. This notice announces NETL's intention to award a purchase order on a sole source basis rather than conducting a competitive procurement. The contract will cover perpetual network licenses for NWL TC-Python and the NWL Precipitation Module, along with associated maintenance and support services. The contract period of performance is 12 months from the award date. NETL is providing this advance notice to allow any interested parties to demonstrate their capability to meet the stated requirements before the government makes its final decision on whether to proceed with the sole source award.
The justification for the sole source approach centers on NETL's need to maintain continuity with existing Thermo-Calc Software infrastructure and prevent the loss of historical and ongoing research data critical to active research projects. Without the software, NETL would be unable to perform high throughput calculations on hundreds of thousands of compositions required for its research initiatives. Interested parties who believe they can fulfill the requirement must submit written evidence of their capability to Contract Specialist Shannon Lynch at shannon.lynch@netl.doe.gov by 1:00 PM Eastern Daylight Time on April 15, 2026. Only written submissions will be accepted; telephone responses and requests will not be received. The government retains sole discretion to determine whether to conduct a competitive procurement based on responses received, and any information submitted will be evaluated solely for this purpose.
