About this opportunity

The Western Area Power Administration (WAPA), a civilian agency under the Department of Energy, intends to acquire a MetaMiner software license for Calendar Year 2026 on a sole source basis. This procurement will be conducted under the Revolutionary FAR Overhaul (RFO) FAR Part 12 for business application software. Rather than issuing a competitive request for quotes, WAPA is accepting capability statements from responsible sources to demonstrate their ability to satisfy the government's requirements. Capability statements must be submitted by February 2, 2026, and should include documentation supporting the vendor's qualifications to meet the stated needs. The government retains sole discretion to determine whether to compete this requirement based on the responses received. Technical questions regarding this notice should be directed to Amber Myers, Contract Specialist, at amyers@wapa.gov.

This procurement involves no set-aside designation and is anticipated to be awarded as a sole source purchase order to the current contractor, Infolytik Inc. The period of performance will span from February 2, 2026, through February 1, 2027, covering a full calendar year of software maintenance and licensing. No specific budget range or award value is disclosed in this pre-solicitation notice. The narrow response window of just three calendar days from posting to the February 2, 2026 deadline underscores the streamlined nature of this sole source acquisition. NAICS classification 541519 (Other Computer Related Services) and PSC code 7A21 (IT and Telecom - Business Application Software) reflect the technical nature of the software licensing requirement.
