About this opportunity

The Department of Energy Headquarters' Loan Program Office (LPO) is conducting market research to identify software and technologies for a future loan management platform that will support processes across the entire loan lifecycle. The LPO currently utilizes a workflow content management and reporting tool for managing prospective loans as well as the management, monitoring, reporting, and compliance of approved loans, but seeks to modernize this capability. This Request for Information (RFI) is specifically seeking industry feedback on requirements to inform future procurement planning and market research activities. The opportunity falls under NAICS code 513210 for Software Publishers and PSC code 7A20 for IT and Telecom Application Development Software with perpetual licensing. The RFI was posted on August 12, 2025, with responses due by September 30, 2025, providing industry participants approximately seven weeks to submit their feedback.

This pre-solicitation notice explicitly states that no set-aside designation has been applied, making it available to all qualified contractors regardless of socioeconomic status. The notice emphasizes that this is purely a market research exercise and not an actual solicitation, with no award expected to result directly from this RFI process. No information regarding potential incumbents, current contractors, or existing contract values has been disclosed in the notice. The document does not specify any particular quantities, service timelines, or budget parameters, as the focus remains on gathering market intelligence to shape future procurement requirements. The relatively extended response period suggests the agency is prioritizing comprehensive industry input over expedited procurement timelines.
