About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is procuring the installation of a Honeywell Vindicator Intrusion Detection System at Building 127 Armory on Robins Air Force Base in Georgia. The contractor must provide all necessary labor, personnel, supervision, management, tools, equipment, transportation, and materials for the complete installation of this electronic security system. A critical requirement is that the contractor must be a certified Honeywell Vindicator installer, with certification documentation required at the time of bid submission rather than after the bidding period. The evaluation will be conducted on a lowest price technically acceptable basis, assessing proposals on a pass/fail technical acceptability standard before considering price. A mandatory pre-bid site visit is scheduled for September 12, 2025, from 8:00-10:30 AM, with vendors required to RSVP by September 11, 2025, at 12:00 PM, and all quotations are due by September 22, 2025.
The solicitation includes conflicting set-aside designations, with the initial notice indicating a total small business set-aside while the amendment document specifies a Women-Owned Small Business set-aside. The contract carries a total value of $25,000,000 with a firm-fixed price structure and an 8-month performance period from the date of award. The work involves installing intrusion detection system components including motion sensors, high security door position switches, and Vindicator system controllers in Building 127, with fiber optic connectivity to the communications switch in Building 988. The installation scope encompasses three primary phases: system installation with networking, end-user training, and comprehensive testing to ensure 30 consecutive days of continuous operational functionality. All work will be performed at Warner Robins, Georgia, specifically at Robins Air Force Base, with quotations required to remain valid for 30 days after submission.
