About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego is seeking an authorized government contractor to provide ProQuest Scholarly Resources for Library Users at the Naval Postgraduate School. This Request for Information (RFI) is designed to identify potential sources capable of supplying the required licenses and proving authorized distribution of the product. Interested contractors must submit a capability statement no longer than 6 pages, using 10-point font or larger, which includes comprehensive management, technical, and cost information demonstrating their ability to fulfill the contract requirements. The capability statements must be submitted electronically as Microsoft Word or Adobe PDF attachments to Gabrielle Custodio via email by 11:00 AM PST on February 18, 2025. The government will review all submissions to determine whether to proceed with a competitive procurement, with the final determination remaining solely at their discretion.
This pre-solicitation notice indicates no specific set-aside for the contract and does not specify a predetermined award value or budget range. The opportunity is categorized under NAICS code 5519130 and PSC code 7630, relating to periodical publishing and newspaper/periodical procurement. The RFI process allows the Navy to assess market capabilities without committing to a formal solicitation, providing flexibility in evaluating potential contractors' capabilities for supplying scholarly resources. Contractors responding to this notice should be prepared to provide detailed evidence of their authorization to distribute ProQuest resources and their technical capacity to meet the Naval Postgraduate School's library user needs. While the notice emphasizes that this is not a competitive quote request, it serves as a critical market research tool for the government to understand available vendor capabilities.
