About this opportunity
The Department of the Navy Military Sealift Command is soliciting proposals for a 75-day tanker time charter to transport and preposition petroleum cargo for military readiness purposes. The government seeks a clean, double-hull tanker vessel capable of carrying a minimum of 240,000 barrels of JP5 fuel while maintaining a laden draft of no more than 10.67 meters, with a maximum vessel length of 200 meters and maximum deadweight of 40,000 metric tons. The vessel must be fully operational and manned, equipped with an Inert Gas System and Segregated Ballast Tanks, and capable of maintaining a 13-knot speed while laden. The government will evaluate proposals using a lowest-price, technically acceptable methodology, with award decisions to be made without discussions; therefore, offerors must submit their best terms from both price and technical perspectives. The deadline for proposal submission is January 15, 2026, at 1300 Eastern Time, with the RFP having been amended twice since its initial posting on January 7, 2026.
This procurement carries no set-aside designation and is being conducted under FAR 13.5 Simplified Procedures for commercial products and services as a firm-fixed-price contract. The charter is scheduled to commence with laydays on February 12, 2026, with delivery expected at GS CALTEX in Yeosu, South Korea, and redelivery at Hakozaki, Japan. Evaluation criteria include charter hire rates, Marine Gas Oil/Marine Diesel Oil pricing (currently $1,188.68 per metric ton for Fiscal Year 2025), and overall cost to the government based on specific operational fuel consumption scenarios. The solicitation requires offerors to submit comprehensive technical documentation including vessel specifications, Q-88 reports, safety certificates, cargo tank compatibility assessments, and detailed fuel consumption data. The place of performance is Japan, and the solicitation notes that certain regions, including the Red Sea and Gulf of Aden, are designated as imminent danger pay locations with specific daily or monthly compensation rates for crew members.
