About this opportunity

Military Sealift Command seeks proposals for a 75-day dry cargo time charter of a U.S. or foreign flag vessel capable of transporting containerized ammunition, with proposals due September 23, 2026, at 1100 Eastern Time. The procurement is a Total Small-Business Set-Aside (NAICS 483111) under FAR Part 12, conducted as a negotiated acquisition (FAR 15) with firm-fixed-price contract anticipated.

Place of performance is North Carolina, with delivery and redelivery at Military Ocean Terminal Sunny Point. The layday window commences December 14, 2026, and cancels December 18, 2026.

The vessel must have a minimum capacity of 600 Twenty-Foot Equivalent Units (TEUs), not exceed 825 feet in length overall, maintain a laden draft of no more than 33.8 feet, and achieve a minimum laden speed of 15 knots. The vessel must be self-sustaining and comply with all applicable HAZMAT regulatory requirements for segregating hazardous materials classified as Divisions 1.1, 1.4S through 4.2G. Container weights average 31,000 pounds with a maximum of 41,000 pounds.

The charter period is approximately 75 days with three optional 75-day extension periods. For pricing evaluation purposes, the period of performance consists of 300 days total, with fuel calculations based on 208 days underway laden, zero days underway ballast, and 92 days in port idle. Fuel costs are calculated at $1,188.66 per metric ton for MGO/MDO. The Red Sea, Bab Al-Mandeb Straits, and Gulf of Aden are designated imminent danger pay locations. Offerors must provide a minimum of ship name, price, and signature to be considered for evaluation and include detailed vessel certification documentation and stow plans with stability calculations.
