About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 8 issued Solicitation 36C24826Q0653 for cubicle privacy curtain panels and mesh panels as an SDVOSB set-aside, with a May 15, 2026 deadline; however, the solicitation was canceled on June 4, 2026 in its entirety because the Government determined it did not adequately describe all material requirements necessary to satisfy the agency's needs.
The original solicitation, issued May 1 as a Combined Synopsis/Solicitation and Request for Offers under FAR Part 12 commercial procedures, specified Firm-Fixed-Price contract award to a single certified Service-Disabled Veteran-Owned Small Business. Place of performance included Malcolm Randall VA Medical Center in Gainesville and Lake City VA Medical Center in Lake City, Florida, with delivery to Lake City VAMC's Industrial Laundry Facility. The requirement comprised 2,800 cubicle curtain panels (66" width × 66" length) and 2,800 mesh panels (66" width × 32" height) in Tessuto Lakeside color, with delivery within 30 days after award. Curtain panels required overlapping snap systems with nickel-plated brass hardware, 1.5" fabric headers with stiffeners, double-felled vertical seams, and sewn-in Tyvek labels. Mesh panels required 1.5" encased stiffener headers with grommets and footer snap systems, white material with ¼-inch openings, antimicrobial protection compliant with ATCC standards, and flame resistance per NFPA 701. Offerors needed to demonstrate compatibility with existing VA curtain systems, provide manufacturer warranties and maintenance instructions, and include technical product literature and delivery timeframe. SDVOSB offerors could supply products manufactured by non-small businesses under the SBA Nonmanufacturer Rule Class Waiver for NAICS 314120. Evaluation criteria covered technical acceptability, delivery schedule (with 30 days or less deemed more favorable), and total quoted price. NAICS code was 314120 (Curtain and Linen Mills); PSC code was 7210 (Household Furnishings). Contracting Officer John H. Shultzaberger (352-214-5135, John.Shultzaberger@va.gov) issued Amendment 0001 on May 4 providing vendor Q&A clarifications without scope changes before the cancellation amendment on June 4.
