About this opportunity

The U.S. Agency for International Development Mission to Jordan (USAID/Jordan) is seeking proposals from qualified Jordanian Architect-Engineer (A-E) consulting firms classified as Class 1A by the Government of Jordan to implement the Water Engineering Services (WES II) activity. The solicitation is for A-E services to support Jordan's water and wastewater sector, including infrastructure planning, engineering design, construction management, and capacity development activities. Proposals will be evaluated based on conformance to solicitation requirements and overall advantage to the U.S. Government, with firms required to submit a detailed technical proposal including past performance, key personnel qualifications, and project approach. The RFQ requires firms to demonstrate expertise in water/wastewater sector projects, with example projects valued at a minimum of $5 million from the last 10 years. Key deadlines include November 21, 2024, for submission of questions, a pre-proposal conference on November 25, 2024, and a proposal submission deadline of January 6, 2025, at 8:00 AM Jordan time.

The solicitation has no specific set-aside designations and is open to all qualified Jordanian A-E firms. USAID estimates the contract will require up to 33,700 full-time-equivalent person-days of technical and professional personnel over a five-year performance period. The contract will be awarded as a Cost-Plus Fixed Fee (CPFF) - Term type, with the place of performance located in Amman, Jordan. Potential project activities include studying and constructing strategic water infrastructure projects such as the Bani Kenanah Water Supply System, Ma'an Wastewater Treatment Plant, and Fuheis and Mahis Wastewater Treatment Plant. The contract aims to enhance institutional capacity, leverage private sector resources, improve climate resilience, and implement better operations and maintenance programs in Jordan's water sector. Key personnel requirements include a Chief of Party, Design Manager, and Construction Manager, with work to be performed under USAID's geographic code 937.
