This is a pre-proposal conference presentation for RFQ 72027825R00001, which covers Water Engineering Services (WES II) Architect-Engineer (A-E) services for USAID/Jordan. The conference is scheduled for November 25, 2024.
The presentation outlines that this will be a Cost-Plus-Fixed-Fee (CPFF) Term contract with a 5-year period of performance, to be performed in Jordan. Proposals are due by December 30, 2024 at 8:00 am Jordan Time. The presentation covers general rules for the conference, agenda items including RFQ section highlights (SF-330, Statement of Work, Deliveries/Performance, Instructions to Offerors, and Selection Criteria), and notes that questions received by November 21, 2024 or during the conference will be posted on Sam.gov as amendments. A Branding Strategy and Marking Plan will only be required from the most preferred firm. The contract type is explained as providing payment of a negotiated fixed fee that doesn't vary with actual cost but may be adjusted for changes in work scope, with the contractor required to devote a specified level of effort over the stated period.

• Contract Type: Cost-plus-fixed-fee (CPFF)
- A cost-plus-fixed-fee contract is a cost-reimbursement contract that provides for payment to the contractor of a negotiated fee that is fixed at the inception of the contract. The fixed fee does not vary with actual cost, but may be adjusted as a result of changes in the work to be performed under the contract. This contract type permits contracting for efforts that might otherwise present too great a risk to contractors, but it provides the contractor only a minimum incentive to control costs.
(FAR 16.306(a)). 7
• Contract Type: Cost-plus-fixed-fee (CPFF)
- A cost-plus-fixed-fee contract may take one of two basic forms-completion or term.
- The term form describes the scope of work in general terms and obligates the contractor to devote a specified level of effort for a stated time period. Under this form, if the performance is considered satisfactory by the Government, the fixed fee is payable at the expiration of the agreed-upon period, upon contractor statement that the level of effort specified in the contract has been expended in performing the contract work. Renewal for further periods of performance is a new acquisition that involves new cost and fee arrangements. (FAR 16.306(d))
