About this opportunity
The Federal Emergency Management Agency (FEMA) is soliciting quotes for Level II Armed Guard Security Services to provide armed protective officers at the Joint Field Office in Tupelo, Mississippi, and multiple Disaster Recovery Centers across nine declared counties in support of emergency declaration DR4899-MS. The contract is a labor-hour arrangement requiring the contractor to supply Department of Labor category 27102 Guard II security personnel who must meet stringent qualifications including U.S. citizenship, high school diploma, current firearms permits, CPR/First Aid/AED certification, and favorable public trust suitability adjudication. Evaluation will be based on three primary factors: Technical Capability (demonstrating business presence in Mississippi, personnel qualifications, weapons inventory, and operational plans), Past Performance and Company Experience (evaluated through three references on the Past Performance Questionnaire for similar armed guard contracts completed within the last five years), and Price (evaluated for reasonableness against applicable wage determinations). The contract will operate for a base period of ninety days with two optional ninety-day extension periods. Questions must be submitted by Wednesday, February 25, 2026, at 4:00 p.m. Central Time, and quotes are due Friday, February 27, 2026, at 4:00 p.m. Central Time, with award anticipated on or around March 8, 2026.
This solicitation is set aside exclusively for small businesses residing in or primarily conducting business in Mississippi and the thirty-seven declared disaster counties, with no current incumbent identified. The contract requires approximately six to eight armed guards deployed across multiple locations, including four day and two night guards at the Joint Field Office and additional guards at a branch office in Oxford and various Disaster Recovery Centers, all operating on twelve-hour shifts. The base period covers ninety days with a total of approximately 13,746 labor hours at the Joint Field Office and 13,746 labor hours at branch offices and disaster centers, scaling down to 8,424 and 6,552 hours respectively during the optional periods. Applicable prevailing wage rates under the Service Contract Act range from 2015-4671 to 2015-5985 depending on the specific county, with all positions requiring health and welfare fringe benefits of $5.55 per hour. Performance will take place primarily in Tupelo, Mississippi, at the Joint Field Office, with additional services required across declared disaster recovery sites throughout the state, and the contractor must be capable of deploying personnel within twenty-four to forty-eight hours of contract award.
