The Government will award the contract to the responsible offeror whose conforming offer is most advantageous, with technical capability and past performance combined considered significantly more important than price.

Factor 1 – Technical Capability (Required) requires offerors to submit extensive documentation demonstrating minimum qualifications: active Mississippi business license; proof of leased or owned facility in Mississippi for 12 months; tax documentation showing local operations; valid current business insurance with policy number and expiration date; weapons roster of 15 company-owned weapons located in Mississippi (Proposal Attachment 1); proof of Level II Ballistic Vests inventory; proof of uniform and equipment list; proof of firearms and ammunition inventory; statement of current financial condition; and a Work & Staffing Plan (maximum 2 pages, font 10) addressing functions, disciplines, skill levels, quantity of resources, and methods of operation. Additionally, offerors must submit a Project Plan Management & Oversight (maximum 2 pages, font 10) demonstrating workforce management capability and risk mitigation; a Business Continuity Plan (maximum 2 pages, font 10) documenting emergency management procedures, employee accounting during emergencies, Government communication protocols, and primary/alternate points of contact with telephone numbers and email addresses; a Transition Plan (maximum 2 pages, font 10) addressing supervisory implementation, predecessor employee transition, equipment and weapons inventory, communication, relief schedules, reserve force staffing, permits and licenses status, personnel clearance applications, and training strategy with a seven-day startup period allowed; and a Use of Force Policy or Guidelines (maximum 2 pages, font 10).

Factor 2 – Past Performance & Company Experience (Required) must be documented using the Past Performance Questionnaire (Proposal Attachment 2), listing three references for armed guard services with narration of past projects demonstrating strengths and management capability. Offerors without a completed questionnaire will not be considered for award. The Government will also review CPARS and PPIRS data. Past performance experiences must involve contractual work similar to this solicitation, completed within the last five years or currently in process, of similar size, scope, and complexity; only prime contract work counts. Factor 3 – Price (Required) will be evaluated by adding total prices for all options to the base requirement under FAR Subpart 12.209, with the Contracting Officer determining contractor responsibility and price reasonableness before award. Pricing must be completed on Attachment 4 and evaluated against declared disaster counties Wage Determination Rates for Guard II security personnel (category 27102). Technical proposals will be rated as High Confidence, Some Confidence, or Low Confidence based on contractor understanding of requirements and approach soundness. Past performance will be rated Satisfactory, Neutral, or Unsatisfactory.

Evaluation Factors Security Guard Contracts (OCSO)

Evaluation Factors for Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Technical and past performance, when combined, are significantly more important than price

The following factors shall be used to evaluate offers:

1.Technical capability of the item offered to meet the Government requirement 2.Past Performance 3.Price

Evaluation Methodology

Evaluation Criteria Factor 1 – Technical - required Technical evaluation will be based on the offerors ability to meet the requirements of Sections 3.0 - 3.7 & 7.0 – 7.3.2 in the Performance Work Statement and additional items below. Offeror are required to physically submit the listed documents below for evaluation of minimum qualifications in the Performance Work Statement.

Required documentation to be submitted within the proposal are:

a) Active business license for the State of Mississippi

b) Leased or Owned Facility within the State of Mississippi for the past 12 months ___ Yes or ____ No (if applicable)

c) The Offeror must provide documentation of lease, ownership, or documentation of location services are headquartered

d) The Offeror must provide tax documentation to identify local operations in the state of Mississippi for the past 12 months

e) Valid and Current Business Insurance for the State of Mississippi:

i. Insurance Policy/Number:

ii. Insurance Expiration Date:

e) Submit a weapons roster of the 15 (fifteen) owned company weapons and are within the State of Mississippi.

i. Fill out and submit Proposal Attachment 1

f) Proof of inventory of Level II Ballistic Vests

g) Proof of Uniform and Equipment List

h) Proof of Firearms and Ammunition Inventory

i) Statement of Current Financial Condition

j) Work & Staffing Plan (Not to exceed 2 pages, size font 10) The Contractor’s proposal shall be evaluated on its demonstrated ability to provide staffing/roster within the declared counties throughout the state of Mississippi. The work plan shall fully describe the offeror’s proposed solution to achieve requirement of the performance work statement and address the offeror’s technical approach and methodology. At a https://corp.sos.ms.gov/corp/portal/c/page/corpBusinessIdSearch/portal.aspx minimum, the offeror shall address the functions and disciplines involved for each objective, skill levels, and quantity of resources and methods of operation.

k) Project Plan Management & Oversight (Not to exceed 2 pages, size font 10)

The Contractor’s proposal shall be evaluated on its demonstrated project management and oversight capability. The Contractor must propose an acceptable plan to manage its workforce. The plan should seek to minimize the supervision and assistance from the FEMA Security Manager. The management plan shall demonstrate the offeror’s ability to direct and control the operation of this requirement both programmatically and on a daily basis in an efficient and cost-effective manner. It shall also address how the offeror will manage risk (including both identifying and mitigating risk). The plan shall include a detailed discussion on how any subcontracted work will be managed and integrated to ensure efficient and effective services are provided.

l) Business Continuity Plan (Not to exceed 2 pages, size font 10) The BCP shall document Contractor plans and procedures to maintain support during an emergency, including natural disasters and acts of terrorism. The BCP, at a minimum, shall include the following:

• A description of the Contractor’s emergency management procedures and policy

• A description of how the Contractor will account for their employees during an emergency

• How the Contractor will communicate with the Government during emergencies

• A list of primary and alternate Contractor points of contact, each with primary and alternate.

• Telephone numbers

• E-mail addresses

m) Transition Plan (Not to exceed 2 pages, size font 10) The plan must address the following:

• A strategy for implementing supervisory functions

• The process for transitioning predecessor employees

• Equipment inventory (radio & phone) and maintenance plan

• Weapons Inventory and employee assignment

• Communication plan

• Relief and break plan

• A plan for establishing a reserve force and the status of staffing levels,

• A progress report on obtaining permits, licenses, and registrations,

• A status report on submitting applications for personnel clearances,

• A strategy for training including schedules, locations, coordinating with training Contractors and class staffing

• The Government will allow a seven (7) day start up from the time of the award of the base CALL to the initial start of performance.

• The incumbent Contractor should cooperate to grant the employees release at a mutually agreed date.

n) Use of Force Policy or Guidelines (Not to exceed 2 pages, size font 10) Provide use of Force Policy or Guidelines

Factor 2 - Past performance & Company Experience: Satisfactory, Neutral, Unsatisfactory - Required Past Performance evaluation will be based on the offeror’s completion of the Past Performance Questionnaire (Proposal Attachment 2) listing the last three (3) references relevant to performing armed guard services, to include a narration of past projects demonstrating their strengths and capability for management of armed guard services. Any offeror who does not provide a completed Past Performance Questionnaire will not be considered for award. The Government will also utilize data in CPARS, inclusive of the Past Performance and Information Retrieval System (PPIRS), contract to review an offeror’s past performance.

• Submit Prime Contractor Past Performance Questionnaire.

• Fill out and submit Appendix 2 - Past Performance Questionnaire

The submitted past performance experiences shall be of contractual work that is similar to the requirements set forth in this solicitation. Experience summaries shall be for projects completed in the last five years or currently in process, which are of similar size, scope, and complexity relevant to the effort required by this solicitation. Contracts listed may include those entered into by the Federal Government, agencies of State and local Governments, and commercial customers.

Contracts with the parent/subcontractor or an affiliate of the offeror may not be used. Only prime contract work performed.

Factor 3 – Price - Required The Government will evaluate offers for award purpose by adding the total price for all options to the total price for the basic requirement in accordance with FAR Subpart 12.209, the Contracting Officer shall determine that the prospective Contractor is responsible and that the prices offered are reasonable before award the contract. To account for the option periods possible under FAR 52.217-8 (maximum of six months), the Government will evaluate the option to extend services by adding six months of the offeror’s final option period price to the offeror’s total price.

In addition to evaluating the base and the option periods under FAR 52.217-9, the Government also evaluated the option pricing for potential extensions under FAR 52.217-8 by adding six months of the offeror’s final option period price to the offeror’s total price. For evaluation purposes only, this amount was added to the evaluated price of the base and each option period under FAR 52.217-9 to establish the total evaluated price.

The Contracting Officer must ensure that contract terms, conditions, and prices are commensurate with the Government’s need. Pricing shall be completed on the attached pricing schedule (Attachment 4) and the evaluation will also be based on the declared disaster counties Wage Determination Rates for category 27102 Guard II security personnel.

The Offeror must also address all other requirements within the Performance Work Statement (Attachment 2). The Government reserves the right to add additional offerors that have met the minimum requirements at any time during base and/or option periods to ensure the Government mission and efforts are satisfied.

Assessment/Rating will be in accordance with the following table:

Rating/Rating Description of Assessment Every quotation evaluated will be rated using the described adjectival rating scale.

Rating DESCRIPTION High Confidence The Government has high confidence that the Contractor understands the requirement, proposes a sound approach, and will be successful in performing the requirements with little or no Government intervention.

Demonstrates an excellent understanding of the requirements and an approach that significantly exceeds performance or capability standards. Proposal has significant strengths that will significantly benefit the Government. Risk of unsuccessful performance is very low.

Some Confidence The Government has some confidence that the Contractor understands the requirement, proposes a sound approach, and will be successful in performing the requirements with some Government intervention.

Demonstrates an understanding of the requirement and an approach that meets performance or capability standards. Proposal presents an acceptable solution with few or no strengths.

Risk of unsuccessful performance is moderate.

Low Confidence The Government has low confidence that the Contractor understands the requirement, proposes a sound approach, or will be successful in performing the requirements even with Government intervention.

Demonstrates a shallow understanding of the requirement and an approach that only marginally meets performance or capability standards necessary for minimal but acceptable contract performance. The risk of unsuccessful performance is high.

Past Performance: Satisfactory/Neutral/Unsatisfactory Ratings for Past Performance only:

SATISFACTORY The Offeror’s past performance record indicates that the offeror likely will successfully provide services that meet or exceed the requirement.

NEUTRAL The Offeror has no relevant past performance.
