About this opportunity

The U.S. Geological Survey Office of Acquisitions and Grants seeks procurement of two Leica BLK360 G2 laser scanners, with quotations due July 15, 2026 at 1:00 PM EDT and questions due July 9, 2026. This is a brand-name procurement under FAR 12.102(a) with deviation authority, foreclosing competition to the specified Leica model based on incompatibility of alternative sensor brands with the customer's existing sensor-specific processing infrastructure and the substantial costs of system rebuilding.

Place of performance is the USGS EROS Science Center, 47914 252nd Street, Sioux Falls, South Dakota 57198, with delivery required 30 days after contract award. The scanners will support vegetation surveys across study sites nationwide to characterize surface and canopy vegetation, fuels type, size, and orientation, and to compute ecosystem monitoring metrics for wildland fire science research.

Technical specifications are rigid: 3D imaging with integrated spherical imaging, 360-degree horizontal and 270-degree vertical field-of-view, 830 nm near-infrared laser wavelength, 0.5- to 45-meter operating range, 680,000 points-per-second measurement rate, 4-millimeter accuracy at 10 meters, real-time multi-setup point cloud pre-registration, 802.11 b/g/n wireless connectivity, rechargeable lithium-ion battery supporting minimum 50 scans, internal memory for 500 data captures, Laser Class 1 classification, IP54 protection, and 0°C to 40°C operating temperature range.

Offerors must provide firm-fixed pricing and submit all quotation documents as a single PDF. Quotations must include an Accessibility Conformance Report addressing Section 508 ICT compliance and comply with FISMA security requirements. No additional options such as tripods, extra batteries, or software are required. Payment is via electronic Invoice Processing Platform, with invoices due within 90 calendar days of performance completion. The contracting officer is Brian Baker (brian_baker@ios.doi.gov).

Notice text

The USGS EROS Science Center in Sioux Falls, SD supporting the Core Science Systems Mission Area requests two (2) BLK360 G2 laser scanners. The primary use will be to conduct vegetation surveys in different landscape types to characterize surface and canopy vegetation, fuels type, size, and orientation, and for computation and modeling of various ecosystem monitoring metrics to support ongoing wildland fire science research. These instruments will augment existing instruments as part of a large, multi-agency program and utilize an existing automated data processing, visualization, and distribution system.
