About this file
This is a Statement of Need for a federal procurement of terrestrial laser scanning equipment.
The USGS EROS Science Center in Sioux Falls, South Dakota requests the purchase of two (2) Leica BLK360G2 Imaging Laser Scanners to support vegetation surveys and ecosystem monitoring metrics for wildland fire science research. The scanners will be integrated into an existing multi-agency automated data processing, visualization, and distribution system that has required several hundred thousand dollars in investment. The procurement is being conducted on a brand name basis under FAR 12.102(a) with deviation authority through March 2026, justified by the incompatibility of alternative sensor brands with the existing sensor-specific processing infrastructure and the substantial costs associated with rebuilding the system for different equipment.
The scanners must meet specific functional and technical requirements including 3D imaging capability with integrated spherical imaging, 360-degree horizontal and 270-degree vertical field-of-view, near-infrared laser wavelength at 830 nm, operating range from 0.5 meters to 45 meters, point measurement rate up to 680,000 points per second, 4-millimeter accuracy at 10 meters, real-time pre-registration of multi-setup point cloud data, wireless network connectivity (802.11 b/g/n), internal rechargeable lithium-ion battery supporting minimum 50 scans, internal memory for 500 data captures, Laser Class 1 classification, IP54 dust and humidity protection, and operating temperature range of 0°C to 40°C. Delivery is expected 30 days after contract award to USGS EROS at 47914 252nd Street, Sioux Falls, South Dakota 57198.

STATEMENT OF NEED
The USGS EROS Science Center in Sioux Falls, SD supporting the Core Science Systems Mission Area requests two (2) terrestrial laser scanners. The primary use will be to conduct vegetation surveys in different landscape types to characterize surface and canopy vegetation, fuels type, size, and orientation, and for computation and modeling of various ecosystem monitoring metrics to support ongoing wildland fire science research. These instruments will augment existing instruments as part of a large, multi-agency program and utilize an existing automated data processing, visualization, and distribution system.
BRAND NAME JUSTIFICATION
Nature of Action Being Approved: Purchase of two (2) Leica BLK360G2 Imaging Laser Scanners
Statutory Authority: The proposed action may be awarded on a brand name basis under the authority of FAR 12.102(a) (DEVIATION MAR 2026) Restricting competition
Rationale Supporting Use of Citation: EROS, in conjunction with several interagency partners, has invested several hundred thousand dollars to build and operate an automated data processing, visualization, and distribution system for terrestrial lidar-based ecosystem monitoring data. This system, due to the nature of terrestrial laser scanning data, had to be created sensor specific, as each sensor has unique characteristics making them incompatible within an automated processing system. All project partners have standardized on the Leica BLK360 scanner. Any other brand of system would require re-investing a similar amount of funding to re-build the processing system, resulting in a much higher total cost to government for this program, and incompatibility with existing data.
REQUIREMENT
Two (2) BLK360 G2 Laser scanners with the following functional and technical specifications:
• 3D imaging laser scanner with integrated spherical imaging system
• Integrated wireless network connection (802.11 b/g/n)
• Internal memory sufficient for up to a minimum of 500 data captures
• Internal, rechargeable Li-Ion battery with capacity for a minimum of 50 scans per battery
• Laser class 1 system 1 (in accordance with IEC 60825-1:2014)
• Laser Wavelength: Near-Infrared, at or near 830 nm
• Scanner Field-of-view: minimum 360° (horizontal) / 270° (vertical)
140G0126Q0206 Statement of Need 13 of 24
