About this opportunity
The 7th Contracting Squadron at Dyess Air Force Base, Texas, intends to award a sole source Blanket Purchase Agreement (BPA) to Spartan Investment Services LLC for B-1B aircraft parts repair and maintenance services under the Air Force Repair Enhancement Program (AFREP). The Department of the Air Force Global Strike Command is seeking comprehensive repair, testing, refurbishing, and potential replacement services for specific aircraft components and supporting equipment, with all work to be performed at the contractor's facility in El Paso, Texas. The contractor must maintain ANSI National Accreditation Board certification, handle hazardous materials, provide repair evaluations at no cost, and guarantee workmanship for one year while ensuring return of repaired parts within 30 days (10 days for mission-essential items). The sole source justification is based on FAR 6.302-1, citing that only one responsible source exists and Spartan is the only currently approved vendor for the specific National Stock Numbers related to B-1B aircraft parts. Interested parties have until July 7, 2025, to identify their interest and capability, though the government will only consider responses received within five days of the June 24, 2025 publication date.
This procurement is designated as a Total Small Business set-aside under NAICS code 488190 (Other Support Activities for Air Transportation) with a small business size standard of $40.0 million. Spartan Investment Services LLC (CAGE code 652N5) is identified as the intended sole source contractor based on their unique qualifications and approval by the SM/SCM Engineer to work on the specific NSNs required for this contract. The BPA is structured as a 5-year agreement consisting of one base year and four option years, covering multiple National Stock Number repairs across various stock classes. While specific dollar values are not disclosed in the synopsis, the contract falls under the Simplified Acquisition Threshold (SAT) and is associated with Purchase Request/Local ID Number FA466125Q0092. The contractor must demonstrate the ability to meet critical turnaround times to ensure mission readiness and safety-of-flight requirements for the B-1B aircraft fleet. The government emphasizes that this notice is not a request for competitive proposals, and any determination not to compete the agreement remains solely within the government's discretion.
