About this opportunity
The General Services Administration Public Buildings Service Office of Leasing has awarded a sole-source lease extension under a limited sources justification on August 6, 2026, for lease LME04766 at 967 Illinois Avenue, Bangor, Maine. The extension covers 19,861 ABOA square feet (22,417 rentable square feet) of office space occupied by the U.S. Department of Agriculture's Farm Service Agency, Rural Housing Service, and Natural Resources Conservation Service. The term is 60 months commencing August 5, 2026, with a one-year firm term, replacing a lease that expires August 4, 2026. No set-aside was used.
GSA relies on GSAR 570.405 because the government encountered unexpected delays outside its control in acquiring replacement space. The notice states that award to any other offeror would result in substantial duplication of costs to the government that are not expected to be recovered through competition. Market research conducted June 17, 2026, using CoStar, LoopNet, and REXUS identified only two buildings in the delineated area meeting the square footage requirement, with the incumbent lessor as one of them. A Succeeding Lease Analysis dated June 25, 2026, found that remaining at the current location generates aggregate cost savings compared to relocating, after move, replication, tenant improvement, and build-out costs. The anticipated rental rate falls within the fair and reasonable market range.
The attached justification cites 41 U.S.C. 3304(a)(1), implemented through FAR 6.103-1 and GSAR 570.405. The Competition Advocate approved the justification on July 23, 2026, and GSA counsel reviewed it for legal sufficiency. The notice was posted October 14, 2026.
Notice text
The decision to pursue a lease extension is supported by GSAR 570.405 due the government encountering unexpected delays outside of its control in acquiring replacement space. The use of the sole source authority is appropriate where it is determined that award to any other offeror would result in substantial duplication of costs to the Government that are not expected to be recovered through competition.
Awarded contract LME04766 to unknown vendor for unknown amount on 2026-08-06.
