About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston is issuing this Sources Sought Notice to identify potential contractors to provide comprehensive support services for the Mobile County STEAM Leadership Academy, a JROTC Cadet Leadership Challenge (JCLC) program. The procured services include lodging, facilities, meals, medical staff, and STEM curriculum delivery for approximately 160 JROTC cadets and 30-40 cadre members during a six-day residential program. The contractor must be a regionally accredited public college or university institution located in Mobile, Alabama with an established and proven STEM program. Key requirements include furnishing three ballrooms for classrooms, two operations centers, medical facilities with EMT and on-call physician support, dormitory accommodations with separate male and female facilities, a full-service cafeteria, and a comprehensive STEM curriculum with at least three challenges delivered by upper-level college student mentors. The contractor must demonstrate compliance with all applicable fire and safety codes, CDC cleaning and food preparation standards, and USDA nutritional guidelines. The critical deadline for this Sources Sought Notice is April 9, 2026, and the government emphasizes that this is an information-gathering notice only, not a formal solicitation, with no commitment to award a contract.

The contract will be structured as a firm fixed price service agreement with performance standards requiring 100 percent completion rates across all meal service, lodging, training facilities, curriculum support, and instructor support functions. No specific budget range or award value is disclosed in this Sources Sought Notice, as this document is preliminary in nature and designed solely to gauge market interest prior to formal solicitation release on the Government Point of Entry system.

Limitations on subcontracting and nonmanufacturer rule do not apply to small business set-asides for contracts at or below the Simplified Acquisition Threshold (SAT). It does apply to 8(a), HUBZone, VOSB/SDVOSB, and WOSB/EDWOSB, set-asides regardless of the dollar value of the award if awarding on a sole source basis only.

Small business contractors awarded contracts above the SAT are required to comply with Federal Acquisition Regulation (FAR) 52.219-14, Limitations on Subcontracting (DEVIATION 2021-O0008) when utilizing subcontractors. The penalty for non-compliance is the greater of $500K or the dollar amount spent, in excess of permitted levels, by the entity on subcontractors, in accordance with 13 CFR 125.6(h).

See FAR 52.219-14 - Limitations on Subcontracting for Small Business (DEVIATION 2021-O0008).

All 8(a), HUBZone, VOSB/SDVOSB, and WOSB/EDWOSB firms need to take action at https://certifications.sba.gov/ in order to compete for 8(a), HUBZone, VOSB/SDVOSB, and WOSB/EDWOSB Federal Contracting Program set-aside contracts.
