The contract involves providing a comprehensive 6-day residential STEM education program at the National Flight Academy from 18 May to 27 June 2025, with six deployment cycles hosting 100 cadets each. The primary objectives include increasing cadet awareness of STEM academic programs, enhancing leadership skills, and inspiring academic excellence through hands-on activities in aviation-related scientific concepts. The solicitation will be evaluated based on the lowest-priced, responsive quote from a responsible offeror, with all quotes due by 11:00 AM Eastern Time on 07 May 2025. Quotes must be submitted via email to Bryce Medley, and only electronic submissions through SAM.gov will be accepted.

The contract will be awarded as a Firm Fixed Price (FFP) with performance taking place in Pensacola, Florida. The program will cover comprehensive services including billeting, meals, transportation, administrative processing, and an educational curriculum featuring activities such as Aircraft Simulators, problem-based learning, and team-building exercises. Wage determinations for the contract establish minimum wage rates of $17.75 per hour for service contract workers, with additional benefits including health and welfare provisions. The total program will span approximately 40 days, with each cycle designed to provide a robust educational experience focusing on scientific and technological skill development for JROTC cadets.
