PERFORMANCE WORK STATEMENT (PWS)
National Flight Education
Science, Technology, Engineering and Mathematics (STEM) Sixth Brigade
18 May - 27 June 2025
PART 1
GENERAL INFORMATION
1. General: This is a non-personal services contract services to provide Science, Technology, Engineering and Mathematics (STEM) education program for the purpose of introducing selected Junior Reserve Officers' Training Corps (JROTC) Cadets to scientific, technology and engineering career opportunities. The Government shall not exercise any supervision or control over the contract service providers performing the services herein.
Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: This is a service contract to provide a 6-day, 6-cycle, residential experience for all Cadets with personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform STEM education program as defined in this Performance of Work Statement except for those items specified as government furnished property and services.
The contractor shall perform to the standards in this contract.
1.2. Background: This is the fourth year creating or establishing an event like this. The 6th Brigade Cadets have been attending the similar events since 2014 with one cycle. We have a requirement for 600 Army JROTC Cadets. JROTC STEM is an annual requirement. One of the major challenges facing the nation is the need for greater emphasis on Science, Technology, Engineering, and Mathematics (STEM) education in our public schools. A check of the Army Educational Outreach Program’s (AEOP) website is evidence of the Army’s commitment to providing STEM educational opportunities to America’s youth. To help address this need this program is intended to expand STEM education in our curriculum for Army JROTC cadets within Cadet Command and participating schools.
1.3. Scope: Contractor shall provide hands-on activities in Engineering and Technology programs, practical exercise to develop a STEM Leadership Project, Problem-Based Learning activity, STEM related work sites, team building and leadership development activities with a STEM Exploration Orientation Program with the goals of increasing Cadet Awareness of Flight Academy academic programs. The contractor shall perform to the standards in this contract.
1.4. Objectives: Is to addresses the growing need of our area industries for graduates eager and able to fill industries’ STEM-dependent job openings by ensuring that these youth, typically underserved by existing STEM opportunities, are aware of the good career opportunities.
Increase Cadet's awareness of STEM academic programs and career fields. Enhance Cadet's personal leadership STEM skills and character development. Inspire academic excellence, increase the Cadets' desire to continue education beyond high school, and increase the Cadets' desire to pursue STEM related career opportunities within Aviation.
1.5 General Information: Services shall include providing meals and facilities services to 600 cadets in and around training sites at vendor’s facility. The contractor shall furnish facilities, furniture, equipment, supplies, management, supervision, and labor to provide meals, medical support and lodging as specified herein, for the Flight Academy Training for 600 cadets for the period of performance of 18 May thru 27 June 2025. The contract shall provide services in accordance with the terms, conditions, and specifications set forth in this statement of work.
1.6 Quality Control Plan: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is how he assures himself that his work complies with the requirement of the contract. Quality control will be assessed throughout the start of the training and complete when the event ends on the last day.
1.6.1. Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rates.
1.6.2. Recognized Holidays: The contractor is required to perform services on Memorial Day 26 May 2025 and Juneteenth 19 June 2025.

1.6.3. Hours of Operation: The contractor shall conduct business between the hours of Wakeup 6:30 AM until 10 PM lights out. Program Training 8am until 6pm.
1.6.4 Operating Hours: Program Training 8am until 6pm.
1.6.5 Contractor Support Hours: The Contractor shall provide support between the hours of 0600-1900. The Contractor shall always maintain an adequate workforce, for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce is essential.

1.6.8 Place of Performance: The work to be performed under this contract will be performed in and around at the vendor’s facility.
1.6.9 Type of Contract: The Government will award a Firm Fixed Price contract (FFP).
1.7 Security Requirements: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.9 Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially about changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
1.10 Key Personnel: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 8:00 A.M. to 5:00 P.M., Sunday through Friday except Federal holidays or when the government facility is closed for administrative reasons.
1.11 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications, or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
PART 2
DEFINITIONS & ACRONYMS
2. Definitions and Acronyms:
2.1. Definitions: Although not inclusive of every term used within this PWS, the following provides a list of definitions used throughout this PWS and commonly used in the acquisition field.
Contracting Officer – means a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.
Contracting Officer's Representative (COR) – As defined in DFARS 202.101, means an individual designated and authorized in writing by the Contracting Officer to perform specific technical or administrative functions. DoD Instruction (DoDI) 5000.72, Part II Definitions states the following when defining a COR: “Defined in subpart 202.101 of Reference (f). Any individual delegated responsibilities pursuant to subpart 1.602-2 of Reference (e), regardless of local terminology, must be certified in accordance with this instruction. For example, local terminology can be COR, Contracting Officer’s technical representative, technical point of contact, technical representative, alternate COR, administrative COR, assistant COR, line-item manager, task order manager, quality assurance personnel, quality assurance evaluator, or COR management.” In addition, Army Regulation 70-13, Chapter 2, paragraph 2-2g, states, in part, the following when providing other surveillance support personnel to assist the COR when needed, “…These other surveillance support personnel may serve as on-site representatives of the COR in performance of actual contract surveillance if they meet all COR requirements and have been appointed by the Contracting Officer as alternate CORs.”
Contractor – means a supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.
Day – means, unless otherwise specified, a calendar day.
Defective Service – means a service output that does not meet the standard of performance associated with the Performance Work Statement.
Deliverable – means anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.
Physical Security – means that part of security concerned with physical measures designed to safeguard personnel; to prevent unauthorized access to equipment, installations, material, and documents; and to safeguard against espionage, sabotage, damage, and theft.
Quality Assurance – (or Government contract quality assurance) means the various functions, including, inspection, performed by the Government to determine whether a Contractor has fulfilled the contract obligations pertaining to quality and quantity.
Quality Assurance Surveillance Plan (QASP) – means the key Government-developed surveillance process document and is applied to Performance-Based Service Contracting (PBSC). The QASP is used for managing Contractor performance assessment by ensuring that systematic quality assurance methods validate that Contractor quality control efforts are timely, effective, and are delivering the results specified in the contract or task order. The QASP directly corresponds to the performance objectives and standards (i.e., quality, quantity, timeliness) specified in the Performance Work Statement (PWS). It provides specific details on how the Government will survey, observe, test, sample, evaluate, and document Contractor performance results to determine if the Contractor has met the required standards for each objective in the PWS. The QASP, with very few if any exceptions, is an internal to Government document.
Quality Control – means all necessary measures taken by the Contractor to assure that the quality of a product or service shall meet contract requirements.
Subcontractor – means one that enters a contract with a prime Contractor. The Government does not have privity of contract with the subcontractor.
Workday - The number of hours per day the Contractor provides services in accordance with the contract.
Work Week - Sunday through Friday, unless otherwise specified.
2.2. Definitions: Contract specific
Cadet - An eligible student who is enrolled in JROTC and actively participating in a LET level under 18 years of age.
Cadre - Military instructor recognized by the Army employed to conduct JROTC at a school.
Chaperone - A person who accompanies and looks after another person or group of people.
Junior Reserve Officers’ Training Corps (JROTC) - Organization of units established by the Department of the Army under Title 10, U.S. Code 2031 at public and private secondary educational institutions to conduct a program of leadership instruction for students. It is a program designed to instill in students in United States secondary educational institutions the values of citizenship, service to the United States, personal responsibility, and a sense of accomplishment.
Unit - The organization comprising JROTC Cadets and military instructors at one school.
2.3. Acronyms: Although not inclusive of every term used within this PWS, or that may be included in an acquisition, the following provides a list of acronyms commonly used in the acquisition field.

3.1 Services: Reserved

CONTRACTOR FURNISHED ITEMS AND SERVICES
4. Contractor Furnished Property and Services
4.1 General: The Contractor shall furnish all supplies, equipment, facilities, and services required to perform work under this contract that are not listed under Part 3 of this PWS. The contractor shall furnish the following in support of this contract: management, supervision, labor, medical support nurses, food, serving equipment, chafing dishes, heating elements, serving utensils, plates, cups, utensils, and disposable napkins for each meal.
4.2 Secret Facility Clearance: Reserved
4.3 Materials: The Contractor shall provide, i.e., furnish materials, supplies, and equipment necessary to meet the requirements under this PWS.
4.4 Vehicles and Equipment: The Contractor shall provide all transportation during training.
4.5 Background Checks): The Contractor shall provide Background Checks (Level 2, Sex Offender, HIPAA and DCF) in accordance with this PWS .
4.6 Taxes: The government is exempt from paying any sales taxes related to this contract. Tax exemption forms will be provided to the contractor upon request.
4.7 Courtesy: The contractor's employees shall be courteous to all persons served under this contract. Courtesy rendered shall be equal to that rendered to other customers of the establishment and equal to that expected of any public lodging facility. Services and consideration provided all guests shall be provided to event participants.
PART 5
SPECIFIC TASKS
5.1 Basic Services: The contractor shall provide 6 cycles, 6 days per cycle, residential experience for all 600 Cadets with personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non- personal services necessary to perform STEM education program as defined in this Performance of Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
5.1.1 The Class Organization

5.2 Tasks: Tasks consist of the following:
5.2.1 Contractor shall provide billeting on the Virtual Aircraft Carrier campus. The rooms shall be capable of accommodating Cadets of the same sex with male and female separation.
5.2.2 Contractor shall provide sleeping facilities that are furnished solely based on one individual to a bed with no more than 4 individuals to a room for double occupancy.
5.2.3 Contractor shall provide team building and self-awareness activities along with campus orientations. Contractor shall provide activities, which require cadets to work together as a part of a team and for cadets to become more aware of their strengths and weaknesses.
5.2.4 Contractor shall provide administrative capability to in/out-process JROTC Cadets participating in the STEM program. Contractor shall provide administrative procedures for receiving cadets, assigning them to appropriate lodging based on same sex, assignment to small teams, maintain file with parent permission documents, state certified nurses for dispensing prescription/over-the-counter medications.
5.2.5 Contractor shall provide hands-on activities during the Technology programs, practical exercise to develop a STEM Leadership Project, Problem-Based Learning activity, team building and leadership development activities. The contactor shall conduct training with Aircraft Simulators, Aviation Principals, and communication practices with Soft Skills challenges. Training Four Forces of Flight, Bernoulli’s Principles, Newton’s 3rd Law, Radio Communications, Aerodynamics (Gliders vs Powered aircraft) , Geographical Orientation (Latitude/Longitude/Prime Meridian/Equator), Units of Measure (Degrees/Minutes/Seconds) Meteorology Impacts of Aviation), Physics (Electro-Magnetic Spectrum), Basic Flight Navigation Calculation (Time of Leg/Fuel Required), Critical Problem Solving of real-world problems, History of Naval Aviation, 21st Century Learning Skills (Collaboration, Technology, Critical thinking
5.2.6 Contractor shall establish, in partnership with other STEM organizations/institutions and JROTC Cadets awareness of STEM academic programs and career fields; inspire academic excellence; increase the desire to continue education beyond high school, increase the desire to pursue STEM related career opportunities and enhance personal leadership and character development.
5.2.7 Menus. The contractor shall provide a menu similar to the following for each meal. All meals shall be served hot. The menu shall be coordinated with the Government POC a minimum of 10 calendar days prior to the event and any changes agreed upon at that time.
5.2.8 Residential STEM Meals: Day (1) Hot Lunch, Hot Dinner, Days (2-5) Breakfast, Lunch and Dinner Meals each, Day (6) Breakfast Meal. The hot meals shall be consistent with the USDA Nutrition Standards for School Meals. Each hot meal shall consist of items derived from menu/ meat alternative chart (No less than 1 serving), vegetable/fruit chart (No less than 2 servings), a bread/bread like product (No less than 1 serving) and milk chart (No less than 1 serving). Each Snack shall consist of chips or pastry, fresh fruit, juice, and bottled water. The contractor shall provide the following meal service to 600 Cadets per schedule. All meals shall be served hot.

5.2.9 Security: The contractor shall provide security to ensure participants are in a safe and crime free environment.

Requirements and Measurable Standards
The Minimal Acceptable Standard for this contract is as follows:
1. The contractor shall be a regionally accredited public institution with an established STEM program.
2. The contractor shall provide on-campus administrative capability to in/out-process JROTC cadets
Is not undergoing renovation or remodeling during the time of the training and not located within an area considered a high crime area or designated a high crime area as determined by local police statistics.
The contractor’s facility shall comply with applicable fire and safety codes and regulations
Favorable CPAR review
Trends of less than acceptable performance will be used to document overall performance.
